APRIL 15, 2003
THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Claude Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll
was called and final attendance was recorded as follows:

A motion was offered by Mrs. Catherine LaCombe, seconded by Mr. Pat
Daigle, to amend the agenda and consider painting the Clerk of Court
Record Room and Change Order #1 to the Courthouse Handicapped Code
and Compliance Work. Motion carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mrs.
Cecelia Broussard, to approve the Minutes of the April 1, 2003,
Regular Police Jury Meeting. Motion carried.
Mr. Al Leger, Veterans Affair Service Officer reported on the impact
of revenue distributed for Veterans Aid in Acadia Parish and
extended thanks for the assistance with accommodations. Mr. Leger
also encouraged everyone to wear red on Fridays in support of the
American Military.
* * * PROCLAMATION * * *
WHEREAS, the strength of our
nation flows from the promise of individual equality and freedom of
choice; and
WHEREAS, the 35th Anniversary
of the National Fair Housing Law, Title VIII of the Civil Rights Act
of 1968, during the month of April, is an occasion for all Americans
- individually and collectively - to rededicate themselves to the
principle of freedom from housing discrimination whenever it exists.
This law guarantees for each citizen that critical, personal element
of freedom of choice - selection of the home; and
WHEREAS, a fair housing law
has been passed by the State of Louisiana; and implementation of
that law requires the positive commitment, involvement and support
of each of our citizens; and
WHEREAS, the department and
agencies of the State of Louisiana are to provide leadership in the
effort to make fair housing not just an idea, but an ideal for all
our citizens; and
WHEREAS, barriers that
diminish the rights and limit the options of any citizen will
ultimately diminish the rights and limit the options of all;
THEREFORE, I, Claude J.
Courville, President of the Acadia Parish Police Jury, do hereby
proclaim the month of April, 2003 as
FAIR HOUSING MONTH
in the Parish of Acadia and do hereby encourage all citizens to
abide by the letter and spirit of the Fair Housing Law, and ask the
citizens of this Parish to join in reaffirming the obligation and
commitment to fair housing opportunities for all.

accept any bid(s) which in the opinion of the Jury will be to the
best interest of the Parish of Acadia.

PUBLIC FACILITIES/BUILDING & GROUNDS
A motion was offered by Mrs. Catherine LaCombe, seconded by Mr.
Jimmie Pellerin, to authorize roof repairs to the Rayne Community
Clinic. Motion carried.
Architect Mark Lalande reported on plans to transform the
manufacturing facility in the Industrial Park into a Criminal
Justice Center. Current activities would include determining the
scope of the project and planning for emergency systems as well as
the reallocation of space.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to authorize Architect Mark Lalande to proceed with
preliminary plans to convert the manufacturing facility in the
Industrial Park to a Parish Criminal Justice Center. Motion carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mrs.
Catherine LaCombe, to authorize the painting of the ceiling in the
Clerk of Court Book Room. Motion carried.
RESOLUTION
BY: MRS CECELIA BROUSSARD AND MR JOHN BEARD
BE IT RESOLVED: by the Acadia
Parish Police Jury in regular session duly convened this 15th day of
April, 2003, does hereby empower, authorize & direct the President
to execute Change Order No. 1 for the repairs to the Courthouse
Hallway Handicap Access Third Floor reflecting no change in contract
amount or construction time.

PUBLIC HEALTH
Mrs. Tessie Cary, representative of the Acadia-St. Landry Hospital
Foundation, extended thanks for the support behind the effort to
locate a Federally Qualified Health Center in the Acadia-St. Landry
Hospital District. Ms. Cary expressed concern over the status of the
hospital emphasizing the need for continued acute health care.
Mrs. Candy Leger expressed dismay at the deterioration of the
hospital and the lack of the utilization of services.
Closing comments were offered by Reverend Malbrough emphasizing the
need to oversee the activities of the hospital.
PUBLIC WORKS/ROAD & BRIDGE
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to authorize the Parish Road Manager to purchase three Woods
Super Duty SGT Series Rotary Tillers at a cost of $3,400.00 each
from Abell & Son, Inc. Motion carried.
The Sales Tax Report was presented for the month of March, 2003. The
report indicated a gross receipt of $388,216.53 a decrease of
$81,089.34 from March, 2002.
COMMENTS FROM THE PUBLIC
The Secretary reminded of the upcoming Legislative Workshop in Baton
Rouge.
