CROWLEY, LOUISIANA

APRIL 1, 2003

THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in the Police Jury Meeting Room, Courthouse Building, Crowley, Louisiana, in regular session with the President, Claude Courville, presiding. At the request of the President, a moment of silence was offered and the Pledge to the Flag was recited in unison. The roll was called and final attendance was recorded as follows:

A motion was offered by Mrs. Catherine LaCombe, seconded by Mrs. Cecelia Broussard, to consider an Interagency Agreement with the Council On Aging and a Resolution in support of an application for funding to provide a Federally Qualified Health Center in the Acadia-St. Landry Hospital service area. Motion carried.

A motion was offered by Mr. Jimmie Pellerin, seconded by Mrs. Cecelia Broussard, to approve the Minutes of the March 18, 2003, Regular Police Jury Meeting. Motion carried.


COMMUNITY/ECONOMIC DEVELOPMENT

                            
* * * PROCLAMATION * * *

WHEREAS, the Louisiana Community Development Block Grant (CDBG) program has operated since 1982 to provide local governments with the resources required to meet the needs of persons of low-and moderate income; and

WHEREAS, the Louisiana Community Development Block Grant (CDBG) program has had a significant impact on our local economy through job creation and retention, public infrastructure improvements and improved housing; and

WHEREAS, the Acadia Parish Police Jury and other local governments have clearly demonstrated the capacity to administer the CDBG program to identify, prioritize and resolve pressing local problems, such as housing rehabilitation and relocation, neighborhood centers, job creation and retention, and public infrastructure; and

THEREFORE, I, Claude J. Courville, by virtue of the authority vested in me as President of the Acadia Parish Police Jury, do hereby proclaim the week of April 21- April 27, 2003, as

within the Parish of Acadia, and urge all citizens to join us in recognizing the Louisiana Community Development Block Grant Program and the important role it plays in our community.

RESOLUTION

       BY: MR ALTON STEVENSON AND MRS CATHERINE LACOMBE

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session duly convened this 1st day of April, 2003, does hereby empower, authorize and direct the President to execute an Interagency Agreement with the Council On Aging to provide needed services to the elderly.

Dr. Marcelo Polanco, speaking on behalf of the Acadia-St. Landry Hospital Foundation Board of Directors, requested support to establish a federally qualified health center in Acadia Parish within the hospital service district.

                                     
RESOLUTION

             BY MESSRS: ALTON STEVENSON AND PAT DAIGLE

WHEREAS, the Acadia Parish Police Jury recognizes that the Parishes of Acadia and St. Landry are medically underserved area and it wishes to see additional access to primary health care to the residents, and

WHEREAS, the Police Jury has been advised that the United States Department of Health and Human Services, Health Resources Services Administration (HRSA) has made funding available to medically underserved areas and health professional shortage areas a competitive grant for operations funding of a Federally Qualified Health Center under the Section 330(e) Program, and

WHEREAS, the deadline for the last funding cycle of the HRSA grant application is April 30, 2003.

THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened on this the 1st day of April, 2003, does hereby wish to lend its support for the application to be made by the Acadia-St. Landry Medical Foundation to United States Department of Health and Human Services, Health Resources Services Administration (HRSA) to provide a Federally Qualified Health Center in the Acadia-St. Landry service area.

RESOLUTION

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session duly convened this 1st day of April, 2003, does hereby authorize the Director of Emergency Management to apply for a grant through the State Domestic Preparedness Exercise Program on behalf of the Acadia Parish Police Jury.

FINANCE

                                     
RESOLUTION

      BY: MR JOHN HUMBLE SR AND MRS CATHERINE LACOMBE

WHEREAS, the Acadia Parish Police Jury advertised according to law for the bids to be received for the purchase of 1 ½" washed gravel, for the period commencing July 1, 2002 and ending June 30, 2003, and

WHEREAS, it is the opinion of the Police Jury that the following bids were received:

WHEREAS, on occasion it becomes necessary to consider alternate bid awards in cases where vendors are unable to furnish materials or supplies as needed.

THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened on this the 1st day of April, 2003, does hereby accept all bids for the purchase of 1 ½" washed gravel effective April 1, 2003 through June 30, 2003.

BE IT FURTHER RESOLVED that purchases may be considered from this approved list of vendors beginning with the lowest responsive bidder.

BE IT FURTHER RESOLVED that the President is hereby authorized to execute on behalf of the Acadia Parish Police any and all contract agreements.

A motion was offered by Mr. Pat Daigle, seconded by Mr. John Humble, Sr., to amend the 2003 budget to send three delegates to the National Convention. Motion carried.


LEGISLATION

                                     
RESOLUTION

     BY: MRS CECELIA BROUSSARD AND MRS CATHERINE LACOMBE

WHEREAS, Executive Order 96-47 established the Office of Urban Affairs and Development in the office of the governor, and

WHEREAS, the Office of Urban Affairs and Development in the Office of the Governor is to perform certain duties and functions, including to coordinate, direct, and monitor all efforts to enhance the quality of life of the disadvantaged urban residents of the state; to provide, promote, monitor, and oversee economic development programs and activities for disadvantaged urban residents; and to disseminate information to agencies which serve to enhance the health, safety, and socio-economic welfare of the disadvantaged urban residents, and

WHEREAS, present law provides for the Louisiana Rural Development Law by establishing the Office of Rural Development in the Office of the Governor, headed by a director of rural development, and

WHEREAS, the present law established the functions, powers, and duties of the office which including providing information and rural development and revitalization, assisting local agencies in obtaining timely responses from state and federal agencies and in seeking alternatives to grants, and assisting the governor and the legislature in the integration and formation of state rural development revitalization policy, and

WHEREAS, the present law establishes the Rural Development Fund which is administered and used by the Office of Rural Development to fund projects in rural areas of the state related to the revitalization of a rural area,

WHEREAS, the economy in the Parish of Acadia continues to struggle during these hard economic times, and

WHEREAS, the Parish of Acadia currently receives rural development funds which are utilized for infrastructure/capital improvement projects, i.e. fire, water, sewer, drainage, recreation, etc., and

WHEREAS, the passage of House Bill No. 56 during the 2003 Regular Session would abolish the Office of Rural Development and the Office of Urban Affairs and Development and prohibit such offices from being recreated and the powers, functions, duties and responsibilities thereof from being exercised or reassigned, and

WHEREAS, the abolishment of the Rural Development Fund would be detrimental to the Parish of Acadia.

THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened on this the 1st day of April, 2003, does hereby support the continuation of the Office of Rural Development and opposes House Bill No. 56.

PERSONNEL

A motion was offered by Mr. Alton Stevenson, seconded by Mrs. Catherine LaCombe, to approve the request by the Parish Road Manager to reclassify Mr. George Pousson from Maintenance Technician C to B and increase his pay from $7.12 to $7.50 and Mr. Harry Orebo from Maintenance Technician B to A and increase his pay from $8.03 to $8.50 effective April 16, 2003. Motion carried.

A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs. Catherine LaCombe, to authorize advertising for a Mower Operator at a starting salary of $6.25 per hour. Motion carried.

A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat Daigle, to approve the request made by the Rice Arena Committee for temporary help and amend the budget in the amount of $6,000.00 for same. Motion carried.


PUBLIC FACILITIES/BUILDING & GROUNDS

                            
RESOLUTION OF ACCEPTANCE

The following resolution was offered by Mrs. Catherine LaCombe, duly seconded by Mr. Pat Daigle, and duly resolved and adopted on April 1, 2003.

A resolution authorizing and directing the President to execute for and on behalf of the Acadia Parish Police Jury, an Act of Acceptance for Babineaux’s Metal Works, Contractor, pertaining to the substantial completion of the contract, Acadia Parish Recycling Center Roof, in accordance with the plans and specifications contained in the contract documents pertaining thereto.

WHEREAS, Babineaux’s Metal Works, as Contractor, has substantially completed the Acadia Parish Recycling Center Roof, in accordance with the plans and specifications contained in the contract documents pertaining thereto; and

WHEREAS, the Acadia Parish Police Jury desires to accept the completed work;

NOW, THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury that the President of said Acadia Parish Police Jury be, and is hereby empowered, authorized and directed to execute an Act of Acceptance for and on behalf of the Acadia Parish Police Jury accepting the work as being substantially completed, and that he be authorized and directed to have a copy of said acceptance recorded in the Conveyance Records of the Parish of Acadia, State of Louisiana.

PUBLIC WORKS/ROAD & BRIDGE

                                     
RESOLUTION

       BY: MR JOHN HUMBLE SR AND MRS CECELIA BROUSSARD

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session duly convened this 1st day of April, 2003, does hereby authorize the calling of a public hearing Tuesday, May 20, 2003, 6:30 P.M., Police Jury Meeting Room to receive comments on the proposed abandonment of the bridge and access street adjacent to and south of the Kathy Apartments.

BE IT FURTHER RESOLVED that this public hearing be scheduled in conjunction with the City of Crowley for mutual benefit.

SOLID WASTE/ENVIRONMENTAL

A motion was offered by Mrs. Catherine LaCombe, seconded by Mrs. Cecelia Broussard, to continue the bulk waste services provided to municipalities in the form of roll-off containers. Motion carried.


LITIGATION

Legal Counsel André Doguet advised of his intent to file a petition for damages against K.A.S. Construction on behalf of the Police Jury following the construction of improvements to the Rice Arena.


COMMENTS FROM THE PUBLIC

Mr. John Quebodeaux advised that bridge inspections were complete and that new construction on Tanner and Roller Road bridges was scheduled for August.

THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE MEETING, THE MOTION WAS OFFERED DULY SECONDED, THAT THE MEETING ADJOURN UNTIL THE NEXT REGULARLY SCHEDULED MEETING OF APRIL 15, 2003, AT THE HOUR OF 6:30 P.M.
