PUBLIC HEARING

It was announced by the President, that notice had been given that the Acadia Parish Police Jury would hold a public forum on January 7, 2003, at 6:30 P.M., Police Jury Meeting Room, Courthouse Building, Crowley, Louisiana, to receive public comments relative to the completion of the 2001 LCDBG Project.

Mrs. Paula Fuselier explained the project, its breakdown, the communities that were served and the general description of the work involved.

THERE BEING NO FURTHER COMMENTS TO COME BEFORE THE JURY, THE PRESIDENT ADJOURNED THE PUBLIC HEARING.

JANUARY 7, 2003

THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in the Police Jury Meeting Room, Courthouse Building, Crowley, Louisiana, in regular session with the President, Claude Courville, presiding. At the request of the President, a moment of silence was offered and the Pledge to the Flag was recited in unison. The roll was called and final attendance was recorded as follows:

A motion was offered by Mr. Jimmie Pellerin, seconded by Mrs. Cecelia Broussard, to approve the Minutes of the December 17, 2002, Regular Police Jury Meeting. Motion carried.

A motion was offered by Mr. Pat Daigle, seconded by Mrs. Cecelia Broussard, to elect the following officers for 2003 by acclamation: Mr. Claude J. Courville, President and Mr. John Humble, Sr., Vice President. Motion carried.

PUBLIC HEALTH

Legal Counsel André Doguet made reference to the lawsuit filed by the Acadia-St. Landry Medical Foundation relative to the recent actions taken by the Hospital Board of Directors and also indicated that information was received from the Foundation Attorney. He was contacted by the Attorney for the Hospital Board stating that the Board of Directors wanted an opportunity to meet to address the matter and suggested that President Courville with Jurors John Beard and Pat Daigle offer them that opportunity.

A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat Daigle, to authorize the Parish President along with Jurors representing the Hospital District to meet with the Attorney for the Board of the Hospital District prior to the next regular Police Jury Meeting. Motion carried.


PUBLIC WORKS/ROAD & BRIDGE

Legal Counsel André Doguet reported on a recent meeting that was held between the Parish and the City of Crowley relative to the bridge south of the Kathy Apartments. Those in attendance were: Mr. D.A. Delahoussaye, an area property owner, Crowley Mayor Isabella Delahoussaye, City Attorney Tom Regan, Parish Attorney André Doguet and Police Jury Secretary-Treasurer Katry Martin. Mr. Doguet stated that prior to recommending any action that he advised that the City of Crowley be prepared to reciprocate and that the Office of Housing and Urban Development comment on the abandonment of the bridge as it was constructed with block grant funds pointing out that the bridge, although constructed 20 years ago, has been barricaded for most of that time.

A motion was offered by Mr. Alton Stevenson, seconded by Mrs. Catherine LaCombe, to authorize Legal Counsel to proceed with the initial steps of the abandonment of the bridge located adjacent to and south of the Kathy Apartments. Motion carried.


COMMENTS FROM THE PUBLIC

Mr. Doguet provided an update on the plan to purchase the 4 1/4 acres adjacent to the Rice Arena on Cherokee Road indicating that the details related to the sale were worked out and should be complete within the next two weeks.

Mrs. Candy Leger, attending on behalf of the Acadia-St. Landry Medical Foundation, requested that she be kept informed on Hospital discussions.
