THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Claude Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll
was called and final attendance was recorded as follows:

A motion was offered by Mrs. Catherine LaCombe, seconded by Mr. Pat
Daigle, to amend the agenda to consider a report from Acadia
Economic Development Corporation relative to the negotiation for the
manufacturing space in the Crowley/Rayne Industrial Park. Motion
carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mrs.
Cecelia Broussard, to approve the Minutes of the May 20, 2003,
Regular Police Jury Meeting. Motion carried.
Mr. Paul Broussard, President of the Acadia Economic Development
Corporation, presented results of the negotiations with David and
Peter John, owners of LaPac, Inc., for manufacturing space in the
Crowley/Rayne Industrial Park. In his introduction, he referenced
past experience relative to economic development and commercial
property settlements. He outlined historic elements that influenced
negotiations including relocation or the consolidation of the
Parish’s criminal justice system in the Park.
Mr. Broussard indicated that the owners of LaPac are considering the
consolidation of their entire operation in the Industrial Park
reporting that a $1.3 million offer was on the table for a lease
purchase of the building, improvements and five acres of adjacent
land. The offer on the additional property would include 100,000 sq.
ft. expansion and would consist of $500,000 down payment plus
$800,000 over the next 20 years at a 3% interest rate.
Mr. Broussard indicated that the $1.3 million extended over the 20
year period would generate $1.56 million for the Police Jury noting
that the amount of revenue would sufficiently match state funding
requirements under the capital outlay program. Mr. Broussard
referenced the strong need to keep the business and the jobs in
Acadia Parish and send the message that Acadia is a place to locate.
Questions and comments related to the subject were offered by
several members of the Jury particularly on the job commitment and
the concern over properties.
Reference was also made regarding EDAP funding offered by the
Department of Economic Development for improvements and expansion in
exchange for the job retention.

the Acadia Parish School Board on which the Rice Arena is located.

RESOLUTION
A Resolution approving the issuance, sale and delivery
of One
Hundred Fifty-Five Thousand Dollars ($155,000)
of Certificates of
Indebtedness, Series 2003, of
Consolidated Gravity Drainage District
No. 1 of the
Parish of Acadia, State of Louisiana, and other matters
relating thereto.
WHEREAS, the Board of Commissioners of Consolidated Gravity Drainage
District No. 1 of the Parish of Acadia, State of Louisiana, by
resolution to be adopted on May 21, 2003, proposed to authorize the
issuance of One Hundred Fifty-Five Thousand Dollars ($155,000) of
Certificates of Indebtedness, Series 2003 (the “Certificates”), for
the purpose of paying a portion of the cost of acquiring a new
hydraulic excavator, and paying the costs of issuance of the
Certificates, under the authority conferred by Section 742.2 of
Title 39 of the Louisiana Revised Statutes of 1950, as amended (R.S.
39:742.2) (the “Act”), and other constitutional and statutory
authority.
WHEREAS, it is now the desire of the Police Jury of the Parish of
Acadia, State of Louisiana, to approve the issuance of the
Certificates;
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of the Parish of
Acadia, State of Louisiana (the “Police Jury”), acting as the
governing authority of the Parish of Acadia, State of Louisiana (the
“Parish”):
SECTION 1. That, in compliance with the provisions of Article VI,
Section 15 of the Constitution of the State of Louisiana of 1974,
and in accordance with the request of the Board of Commissioners of
Consolidated Gravity Drainage District No. 1 of the Parish of
Acadia, State of Louisiana (the “Issuer”), this Police Jury hereby
approves the issuance of One Hundred Fifty-Five Thousand Dollars
($155,000) of Certificates of Indebtedness, Series 2003 (the
“Certificates”), of the Issuer, said Certificates to be issued under
the authority and for the purposes stated in the preamble hereto.
SECTION 2. That neither the Parish nor this Police Jury shall be
liable in any manner for the payment of said Certificates.
The foregoing having been submitted to a vote, the vote thereon was

COMMENTS FROM THE PUBLIC
Mr. Larry Regan, Assistant Emergency Management Director, advised of
his discontent with the hiring of a new assistant and the lack of
notification. Mr. Regan noted that he serves as Shelter Supervisor
by the Acadia Parish School Board.
The Secretary reported on the status of House Bill 1077 related to
Video Poker and Annexation.
