THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the Vice President, John Humble,
Sr., presiding. At the request of the Vice President, a moment of
silence was offered and the Pledge to the Flag was recited in
unison. The roll was called and final attendance was recorded as
follows:

A motion was offered by Mrs. Catherine LaCombe, seconded by Mrs.
Cecelia Broussard, to amend the agenda and include appointments to
the Acadia Parish Communications District. Motion carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. John
Beard, to approve the Minutes of the November 18, 2003, Regular
Police Jury Meeting. Motion carried.
Mr. Sterling Hubbard addressed the members regarding the Jury’s
annexation dispute with the Town of Duson. Mr. Hubbard indicated
that he requested the Town of Duson annex a tract of land north of
the Interstate Interchange for the purpose of constructing
billboards on his property.
Legal Counsel André Doguet commented that the Police Jury would not
object to small annexations for advertisement purposes but did have
a problem with larger tracts that could possibly provide for enough
space to construct a truck stop.
A representative of the advertising agency who is interested in
constructing signage on the Hubbard Property suggested that a
lawsuit may be filed if the matter was not resolved.

A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs.
Catherine LaCombe, to grant a 2% across the board pay increase to
all Parish employees and Coroner except for those subject to
standard probationary pay increases effective January 1, 2004.
Motion carried.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. Pat
Daigle, to deny the request in the 2004 Budget to purchase one new
Animal Control Vehicle. Motion carried.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs.
Catherine LaCombe, to approve in the 2004 Budget the request to hire
one full-time Animal Control Assistant at $7.00 per hour effective
January 1, 2004. Motion carried.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs.
Catherine LaCombe, to approve in the 2004 Budget a $6.00 per day
payment to the Sheriff’s Office for the feeding of Parish Inmates.
Motion carried.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. Pat
Daigle, to instruct the Secretary-Treasurer to discontinue
contributions to the State Office of Public Health in order to
resolve deficits in Health Unit spending. Motion carried.

A motion was offered by Mrs. Cecelia Broussard, seconded by Mr.
Alton Stevenson, to approve the Acadiana Criminalistics Laboratory
Budget with anticipated revenues of $851,600.00 and anticipated
expenditures of $1,401,764.84 for fiscal year 2004 and authorize the
payment of the Parish’s prorated share of the deficit in the amount
of $17,930.00 with like amounts to be provided by the Acadia Parish
Sheriff’s Office and the District Attorney. Motion carried.
PERSONNEL
A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs.
Catherine LaCombe, to approve the request to grant meritorious sick
leave as provided for in the Police Jury Personnel Policy Manual to
Mr. Wilbert Menard, Parish Road employee. Motion carried.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. Pat
Daigle, to offer recognition of a Parish employee as inductee into
the Cajun French Music Hall of Fame. Motion carried.

Mr. Barry Cormier
WHEREAS, Mr. Cormier’s 34
years of musical talent and contribution is an important factor in
the state’s cultural growth and the Jury recognizes the time and
dedication given in performing and promoting our french musical
heritage.
WHEREAS, Mr. Cormier has been
inducted into the Cajun French Music Association Hall of Fame on
November 16, 2003.
NOW, THEREFORE, BE IT RESOLVED
by the Parish Government through its President Claude “Jimmy”
Courville that Mr. Cormier be recognized, honored and commended for
his long term dedication, achievements and success in the Cajun
French Music industry.

A motion was offered by Mrs. Catherine LaCombe, seconded by Mr. Pat
Daigle, to approve the recommendation to sell a 1.3 acre alternate
tract of land in the Crowley/Rayne Industrial Park to Mr. Dennis
Abshire at the originally agreed upon price of $8,500.00 per acre.
All conditions previously set forth in the original agreement to be
still in force. Motion carried.
Legal Counsel André Doguet informed the members of the ongoing
litigation related to the workmanship repairs to the Acadia Rice
Arena.
No action was required.

RESOLUTION OF ACCEPTANCE
The following resolution was offered by Mrs. Catherine LaCombe, duly
seconded by Mr. Pat Daigle, and duly resolved and adopted on
November 18, 2003.
A resolution authorizing and directing the President to execute for
and on behalf of the Acadia Parish Police Jury, an Act of Acceptance
for Coastal Timbers, Inc., Contractor, pertaining to the completion
of the contract, Fournerat Road Bridge Repairs, in accordance with
the plans and specifications contained in the contract documents
pertaining thereto.
WHEREAS, Coastal Timbers Inc.,
as Contractor, has completed the Fournerat Road Bridge Repairs, in
accordance with the plans and specifications contained in the
contract documents pertaining thereto;
and
WHEREAS, the Acadia Parish
Police Jury desires to accept the completed work;
NOW, THEREFORE, BE IT RESOLVED
by the Acadia Parish Police Jury that the President of said Acadia

COMMENTS FROM THE PUBLIC
Residents of the Roberts Cove Community requested an update on the
Indigo Bridge Project.
Parish Road Engineer Karl Aucoin indicated that the delineation was
complete and they were processing permits through the Corps of
Engineers.
Mr. Joseph LeBlue, Parish Employee from the Branch Road Maintenance
Division, indicated there were problems with supervision pointing
out that some of his personal belongings were discarded at the time
that the Public Works Facility was cleaned.
Chairperson Cecelia Broussard stated that she would attempt to
resolve the matter.
