THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Claude Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll
was called and final attendance was recorded as follows:

A motion was offered by Mrs. Catherine LaCombe, seconded by Mr. Pat
Daigle, to revise the agenda to include the following items: a Rural
Development Grant request from the Iota Long Point Gravity Drainage
District; a resolution in support of Bob Manuel as Candidate for
Second Vice President of the Police Jury Association; to receive an
update on Mosquito Control; consider a speed limit on Prairie Hayes
Road; receive an update on the replacement of the Indigo Bridge
located on Bayou Plaquemine. Motion carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. Alton
Stevenson, to approve the Minutes of the September 2, 2003, Regular
Police Jury Meeting. Motion carried.
FINANCE
RESOLUTION

WHEREAS, the Acadia Parish
Police Jury advertised for an oil, gas and mineral lease as provided
by law for all of the oil rights in and to any highways,
rights-of-way, streets, roads, lanes and alleys or other lands owned
by and not presently under mineral lease from the Acadia Parish
Police Jury, Acadia Parish, Louisiana in the following described
property:
All of Acadia Parish
Government’s right, title and interest in
and to the streets and
alleys in Cowen’s Addition, a
subdivision, at Midland,
situated in Sections 18, 39 and 40,
Township 10 South, Range
1 West, Acadia Parish, Louisiana,
within the following
described boundaries, to wit:
All of the streets and
alleys contained within the official and
legally recorded and/or
described Cowen’s Addition, a
subdivision, at Midland,
Louisiana, containing approximately.
15.5 Acres, as shown on
the attached plat.
All bearings, distances
and coordinates used herein refer to
the Louisiana Coordinate
System of 1927 (South Zone).
WHEREAS, the following bid of
Browning Oil Company, Inc. was the sole bid received:
CASH PAYMENT: one-half (½) of which is to be bonus as full and
adequate consideration for every right granted by the
lease and not allocated as mere rental for a period, and
one-half (½) of which is rental for the first year of the
lease.

Approximate price per acre of the total cash payment.

ROYALTY: 22.5% of all the oil, gas and all other minerals
produced and
saved. 22.5% of all gas produced and saved or utilized, but
not less than 1/8th, and 22.5% of all other liquid or gaseous

ANNUAL RENTAL: but not less than ½ of the total cash payment or
whichever is greater.

WHEREAS, after careful
consideration it is the opinion of the Police Jury that the bid is
satisfactory.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened this
18th day of September, 2003, that the bid of Browning Oil Company,
Inc. for said oil, gas and mineral lease is hereby accepted,
and
BE IT FURTHER RESOLVED that
the President is hereby authorized to sign the oil, gas and mineral
lease as herein approved in behalf of the Acadia Parish Police Jury,
and
BE IT FURTHER RESOLVED that a
completed copy of said lease be sent to the Louisiana State Mineral
Board for its approval.

Director of Emergency Management John Quebodeaux announced that ULV
Spray Units were installed on the three used pickup trucks and
calibrated for operation. He also indicated that the spraying
operation should begin Wednesday, September 17th. He commended Mr.
Joe Shreve and others who participated in the preparation.
Mr. Joe Shreve, Supervisor of the Spraying Operation, introduced the
Mosquito Control drivers.
PERSONNEL
A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs.
Catherine LaCombe, to reclassify Ms. Christi LeJeune to Class C and
adjust her pay to $7.25 per hour effective October 1, 2003. Motion
carried.
RESOLUTION

WHEREAS, Bob Manuel has
expressed his desire to serve as 2nd Vice President on the Executive
Board of the Police Jury Association of Louisiana, and
WHEREAS, Mr. Manuel has been a
member of the Evangeline Parish Police Jury since 1992 representing
District 5, and
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 16th day of September, 2003, does hereby endorse Bob Manuel
in his candidacy for 2nd Vice President on the Executive Board of
the Police Jury Association of Louisiana.
BE IT FURTHER RESOLVED that a
copy of this resolution be forwarded to each member Parish of
District Seven and to the Police Jury Association of Louisiana for
presentation at the Region Seven meeting which will be held
September 27, 2003, in Beauregard Parish.

this the 16th day of September, 2003, that valuation for the 2003
Taxes, Parish of Acadia, as set by the Acadia Parish Tax Assessor,

Daigle, to approve the Emergency Work Report for the month of
August, 2003. Said expenditures to be in the amount of $28.53.

The request to assist with the identification and improvements to a
cemetery in Lyons Point was referred to Legal Counsel for further
comment.
ORDINANCE #862
AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE OR DRIVE A
MOTOR VEHICLE UPON ALLIANCE ROAD IN ACADIA PARISH, LOUISIANA, AT A
SPEED IN EXCESS OF THIRTY-FIVE MILES PER HOUR,
AND, PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.
SECTION 1. BE IT ORDAINED by
the Police Jury of Acadia Parish, Louisiana, that it shall be
unlawful for any person to operate or drive a motor vehicle in
excess of thirty-five miles per hour
on the following described Parish Road:
Prairie Hayes Road
SECTION 2. BE IT FURTHER ORDAINED
that any person found guilty of operating or driving a motor vehicle
in excess of thirty-five miles per hour
on the Parish road described above, shall be guilty of a
misdemeanor, and upon conviction therefore, shall be fined not more
than Fifty Dollars ($50) or be imprisoned not more than ten (10)
days or both.
SECTION 3. BE IT FURTHER ORDAINED
that any laws or parts of laws in conflict are hereby repealed.
The Ordinance was offered by Mr. Pat Daigle, and seconded by Mr.
John Humble, Sr., after being read and considered section by
section, was adopted as a whole by the following vote:

Parish Engineer Karl Aucoin reported that the Corps of Engineers
will require a 404 permit prior to constructing the improvements to
the Indigo Road Bridge and was not certain as to the time required
to complete the process.
SOLID WASTE/ENVIRONMENTAL
Solid Waste Engineer Tim Mader announced that preliminary
calculations indicate that an active gas recovery system would need
to be installed at the Acadia Parish Sanitary Landfill unless Tier
II testing would determine otherwise. Mr. Mader explained the flow
chart of the possible events related to active gas recovery under
the Tier I proposal. Mr. Mader recommended that Tier II testing be
conducted to determine site specific NMOC concentrations.
The recommendation to do Tier II testing was estimated to cost
between $15,000.00 and $20,000.00.

A motion was offered by Mrs. Catherine LaCombe, seconded by Mrs.
Cecelia Broussard, to approve the request to assist the Rice
Festival Association with curbside garbage collection on Main Street
during the Saturday morning of the International Rice Festival.
Motion carried.
The matter of additional bulk waste services was referred to the
Solid Waste Supervisor and Secretary-Treasurer for further
development. The Solid Waste Supervisor will present a plan for
non-compliant bulk waste services to the Solid Waste Committee for
further consideration.
COMMENTS FROM THE PUBLIC
The Secretary reminded the members of the Region 7 Meeting to be
held September 27, 2003, in DeRidder, Louisiana.
