PUBLIC HEARING
It was announced by the Secretary-Treasurer that notice had been
given that the Acadia Parish Police Jury would hold a public forum
on December 7, 2004, at 6:00 P.M., Police Jury Meeting Room,
Courthouse Building, Crowley, Louisiana, to receive public comments
on the 2005 proposed budget.
The Secretary indicated that a request was made by the Director of
Mosquito Control to add a line item for shop supplies in the amount
of $5,800.00. A new item which would be listed in the proposed
budget.
The Secretary also indicated that a request was made by the Council
On Aging to increase appropriations by $1,000.00 for the purpose of
covering transportation cost in 2005 for commodities.
No further comments were offered.

adopted the fiscal year 2005 budget by department totals and will
not incur any liability for any expenditures and/or contracts for
and/or beyond fiscal year 2005 which will exceed the amounts

LEGISLATION

WHEREAS,
public gravity drainage districts were created for the sole
purpose of constructing and maintaining gravity drainage in Acadia
Parish and throughout the state, and
WHEREAS,
Revised Statute 38:113 provides for right-of-way for
drainage districts to construct improvements on certified gravity
drainage systems, and
WHEREAS,
gravity drainage is vital to the protection of life and
property throughout regions of the state, and
WHEREAS,
drainage improvements have been hampered by property owners
seeking damages for vegetation either removed or destroyed in the
course of maintaining public gravity drainage systems.
THEREFORE, BE IT RESOLVED
by the Acadia Parish Police Jury in
regular session duly convened on this the 7th day of December, 2004,
does hereby request the Acadiana Legislative Delegation support
legislation protecting the interest of public gravity drainage
districts by protecting them from unfair claims for damages in their
effort to maintain public drainage systems.

President Cecelia Broussard requested the members consider
reinstating Mr. Rodney Roy as head of Animal Control. She stated
that Mr. John Quebodeaux advised that there were 14 applications
screened for the position, however, none met the level of
certification as Mr. Roy.

A motion was offered by Mr. A. J. Credeur, seconded by Mr. Felton
Moreau, to authorize the installation of drainage pipe under Eddie
Road in the Parish right-of-way. Motion failed.
It was suggested that the Parish Road Manager contact landowners to
furnish the necessary pipe to be installed under Eddie Road and
report the results at a later meeting.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Felton
Moreau, to authorize the expenditure of $6,685.00 for the purchase
of pipe to replace a crossing under St. Margaret Road. Motion
carried.
The Road Manager announced that five trees would be cut down at the
Branch Road Division Facility and that maintenance improvements
would be made in conjunction with a local Rice Mill on Fourth Street
in Mermentau.
He also indicated that repairs to the bridge railing on Sittig Road
would soon be underway.
No action was taken on the request by Julian Aucoin III for vehicle
repairs involving a Parish motor grader.
RESOLUTION

SECTION 1. BE IT ORDAINED
by the Police Jury of Acadia Parish, Louisiana, that it shall be
unlawful for any person to operate or drive a motor vehicle in
excess of twenty-five miles per hour
on the following described Parish Road:
St. Margaret Road
SECTION 2. BE IT FURTHER ORDAINED
that any person found guilty of
operating or driving a motor vehicle in excess of twenty-five miles
per hour
on the Parish road described above, shall be guilty of a
misdemeanor, and upon conviction therefore, shall be fined not more
than Fifty Dollars ($50) or be imprisoned not more than ten (10)
days or both.

The Sales Tax Report was presented for the month of November, 2004.
The report indicated a gross receipt of $270,700.48 a decrease of
$166,675.33 from November, 2003.
Mr. Joseph LeBleu, Parish Road Maintenance employee, raised issues
regarding recent merit pay raises. He added that recent increases
were not uniform. Additional discussion on the matter was referred
to Personnel.
Mrs. Jo Cart extended Christmas wishes to the Jury.

the decision not to rehire Mr. Rodney Roy as Animal Control Officer.
