THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Cecelia Broussard,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll

BY MESSRS: ALTON STEVENSON AND JOHN HUMBLE SR
WHEREAS, the members of the
Acadia Parish Police Jury with great sorrow and a deep sense of
loss, take cognizance of the absence of our beloved friend and past
President of this organization, Mr. Howard Duncan, who has been
taken by an untimely death, and
WHEREAS, he has rendered
innumerable public services to his respective Parish and to the
State of Louisiana and to the people thereof, and
WHEREAS, the absence of this
outstanding citizen and friend to public service is keenly felt as a
personal loss to his family, friends and colleagues.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 6th day of July, 2004, does hereby pay tribute to the
memory of
HOWARD DUNCAN
and does hereby express for members of this body and citizens of
Acadia Parish their sense of gratitude for his achievements and

WHEREAS, the Board of
Commissioners of Second Ward Gravity Drainage District No. 2 of
Acadia Parish, State of Louisiana (the “Governing Authority”),

“District”), adopted a resolution on July 1, 2004, calling a special

Police Jury investigated the purchase of a certain tract of land
consisting of approximately 21 acres more or less to provide place
to locate a new Parish Jail, Criminal Justice Complex and other
future pubic works needs,

WHEREAS, at least three acres
will be developed for the purpose of jail expansion.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 6th day of July, 2004, does hereby empower, authorize and
direct the President to execute an Act of Sale with 5-H Farms, Inc.,
to purchase 21 acres of land, more or less, on Capitol Avenue,
Crowley, Louisiana, at $25,000 per acre, at least 3 acres of which
will be used for a Parish Jail.

the 2004 Budget be amended to provide funds from public works and
industrial development sources for said purchase.

WHEREAS, the Acadia Parish
Police Jury has determined that it is in their best interest to sell
to the Acadia Parish Law Enforcement District a 40 man modular
expansion built to temporarily house Parish prisoners on Capitol
Avenue,
and
WHEREAS, it becomes necessary
to obtain a current appraisal to determine fair market value of said
properties.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 6th day of July, 2004, does hereby authorize a joint
appraisal by Fred Gossen Co., to determine the fair market value of
the modular buildings located on Capitol Avenue owned by the Police
Jury as a temporary jail facility.

said appraisal be presented upon completion as a basis to complete a

PARISH, LOUISIANA, AT A SPEED IN EXCESS OF
FORTY-FIVE MILES PER HOUR,
AND, PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.
SECTION 1. BE IT ORDAINED by
the Police Jury of Acadia Parish, Louisiana, that it shall be
unlawful for any person to operate or drive a motor vehicle in
excess of
forty-five miles per hour on
the following described Parish Road:
De Porres Road (Parish Road 3-81)
SECTION 2. BE IT FURTHER ORDAINED
that any person found guilty of operating or driving a motor vehicle
in excess of
forty-five miles per hour on
the Parish road described above, shall be guilty of a misdemeanor,
and upon conviction therefore, shall be fined not more than Fifty
Dollars ($50) or be imprisoned not more than ten (10) days or both.
SECTION 3. BE IT FURTHER ORDAINED
that any laws or parts of laws in conflict are hereby repealed.
