WHEREAS, under the
authorization of the Stewart B. McKinney Homeless Assistance Act
funds are allocated to the State of Louisiana by the U. S.
Department of Housing and Urban Development (HUD) for distribution
to eligible recipients, and
WHEREAS, funds available under
the ESG Program are dedicated for the rehabilitation, renovation or
conversion of buildings for use as shelters for the homeless,
and
WHEREAS, grantee local
governments may make available all or part of grant amounts to
private non-profit organizations such as the ASSIST Agency for use
in eligible program activities, and
WHEREAS, careful attention has
been paid to eligibility criteria requirements for matching funds
and environmental clearance and required compliance with Federal and
State regulations governing the use of these funds.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 1st day of June, 2004, does hereby authorize application
for funds provided by the Homeless Emergency Shelter Grants Program.
BE IT FURTHER RESOLVED that
the President be empowered, authorized and directed to execute
Subgrant Agreement with the Assist Agency (Recipient) for the
administration of program funds.

PUBLIC FACILITIES/BUILDING & GROUNDS
Architect Mark Lalande and Warden Eby Henry presented a comprehensive plan to construct Parish Jail facilities. The plan
consisted of space for 160 inmates including spaces for female
prisoners. The estimated cost of the facility including
Administrative space for Sheriff’s operations was 5.5 million
dollars.
No formal action was considered.
Legal Counsel André Doguet presented for consideration an Act of
Credit Sale for property located in the Crowley/Rayne Industrial
Park including a 78,000 sq. ft. manufacturing facility to Interco
Tire Co., Inc.
He indicated that discussions were ongoing with the Attorney for the
buyer relative to certain considerations.
Mr. Doguet anticipated a Resolution to the conditions by June 15th.
No action was taken.
RESOLUTION

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session
duly convened this 1st day of June, 2004, does hereby authorize the
President to negotiate with 5-H Farms for the purchase of 21.3 acres
of property located on Capital Avenue for the purposes of
constructing Parish jail facilities and other potential Parish uses.

RESOLUTION
BY MESSRS: JOHN HUMBLE SR AND ALTON STEVENSON
WHEREAS, the United States
Department of Agriculture solicited proposals to house the Federal
Ag Agencies in Acadia Parish, and
WHEREAS, it would be necessary
to provide 7,100 sq. ft. of usable space for said purpose,
and
WHEREAS, deadline of June 11th was set forth to receive said
proposals.
THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in
regular session duly convened on this the 1st day of June, 2004,
does hereby authorize Architect Don Breaux to submit on behalf of
the Police Jury a formal proposal to the U.S. Department of
Agriculture for purpose of constructing leasable space to house the
offices of the NRCS, RD&FSA in Acadia Parish.
BE IT FURTHER RESOLVED that Mr. Ron Levy, County Agent of Acadia
Parish, and the Secretary be authorized to negotiate lease values
acceptable to the Parish for the purpose of recovering the cost of
construction.

RESOLUTION
BY MESSRS: ALTON STEVENSON AND JOHN HUMBLE SR
WHEREAS, Architect Ron Lawson was authorized to prepare cost
estimates to repair and improve the courtroom facilities in the
Acadia Parish Courthouse as per the request made by the Acadia
Parish Bar Association, and
WHEREAS, Mr. Lawson presented a proposal by E. L. Habetz Builders,
Inc., in the amount of $39,700.00 to include repairs to the walls,
ceiling and lighting in the main courtroom of the Acadia Parish
Courthouse.
THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in
regular session duly convened on this the 1st day of June, 2004,
does hereby accept the proposal submitted by E. L. Habetz Builders,
Inc., in the amount of Thirty-Nine Thousand Seven Hundred and 00/100
($39,700.00) Dollars to construct improvements as presented in the
proposal of March 17, 2004, to the main courtroom of the Acadia
Parish Courthouse.
BE IT FURTHER RESOLVED that the 2004 Budget be amended to include
additional costs of said repair including professional services
necessary to accomplish same.

The Sales Tax Report was presented for the month of May, 2004. The
report indicated a gross receipt of $528,853.94 an increase of
$63,946.62 from May, 2003.
COMMENTS FROM THE PUBLIC
Mr. Robert Neville, of the Church Point community, offered his
support for members from the Church Point Districts who devoted the
time and energy to activate changes to the current St. Landry
Hospital situation. He also thanked members on the Jury who
supported the Church Point area representatives.
