THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Cecelia Broussard,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll
was called and final attendance was recorded as follows:

A motion was offered by Mr. Alton Stevenson, seconded by Mr. A. J.
Broussard, to consider the following agenda revisions: (1) to
consider recognition of a Parish employee, (2) to consider hiring of
a Road Maintenance employee (3) to consider the disposition of used
equipment (4) to consider appointment to the Acadia-St. Landry
Hospital Board (5) to change the order of the agenda and allow for
11c & d to be considered first and (6) to receive an update on the
delivery of a bulk waste truck. Motion carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. John
Humble, Sr., to approve the Minutes of the March 2, 2004, Regular
Police Jury Meeting. Motion carried.
An address was made by Judge Francie Bouillion.
Bridge Inspector John Quebodeaux responded to an earlier request to
investigate the underwater condition of piles on the bridge located
on the Jeff Davis line on Vie Terre Beau Road. He indicated that the
structure of the bridge was in good condition and suggested that the
Jury proceed with the repairs to the deck and railings as earlier
intended.
RESOLUTION

BE IT RESOLVED: by the Acadia
Parish Police Jury in regular session duly convened this 16th day of
March, 2004, does hereby authorize an Intergovernmental Agreement
with the Parish of Jeff Davis to construct improvements of the Vie
Terre Beau Bridge in the amount of $71,000.00.
BE IT FURTHER RESOLVED that
the Parish share the cost equally with Jeff Davis for the repair.

Mr. Quebodeaux also indicated that the Parish should have a policy
relative to the repairs or replacement of Parish bridges. It was
strongly suggested that each bridge be taken on a case by case
basis, a report be given and a decision made based on the certain
bridge replacement criteria.
COMMUNITY/ECONOMIC DEVELOPMENT
A motion was offered by Mr. Alton Stevenson, seconded by Mr. John
Humble, Sr., to authorize Legal Counsel to prepare an agreement to
lease Lot 7 in the Community of Midland to Fire Protection District
#5 for the purpose of locating a substation. Motion carried.
Mr. Fred Addison, representing A N.E.W. Rock, Inc., announced the
desire to locate a new business in the Crowley/Rayne Industrial
Park. He indicated that a seven acre tract located along the rail
spur would suit the needs of his company. His plan is to re-market
aggregate material for use in ground stabilization and similar
applications.
It was also noted that part of the seven acre tract that could be
made available would require a change in the plan to sell two acres
to Mr. Mark Daigle.

Parish Police Jury in regular session duly convened this 16th day of
March, 2004, does hereby authorize the Secretary to publish Notice
of Intent to sell eight acres of Industrial Park property to A N.E.W.
Rock, Co., Inc., in exchange for five new jobs at an average cost of
$8,000.00 per acre which includes areas located under the Cleco
transmission line.

A question from Dr. Gibson Miller about the process used in
developing the product he would be marketing was fielded by the
Jury.
FINANCE
A motion was offered by Mr. A. J. Credeur, seconded by Mr. Jimmie
Pellerin, to render unsalvageable and authorize the disposition of
one used copier Model #3648SR. Motion carried.
PERSONNEL
Mrs. Earline Oliver addressed the members prior to discussion on the
Jury’s consideration to hire for the position of Assistant Solid
Waste Supervisor. She indicated her concern for the short
application notice period and the manner in which the Police Jury
was proceeding.
President Broussard read a prepared statement relative to the past
hiring procedures.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Alton
Stevenson, to hire Mrs. Karen Andrepont as Assistant Solid Waste
Supervisor at a starting pay of $9.00 per hour with no probationary
pay increase at the end of six months provided all hiring
requirements are met. Motion carried.
A motion was offered by Mr. Alton Stevenson, seconded by Mr. Thomas
Benoit, to approve the following pay scale for Technician employees
in the Road Maintenance Department: Maintenance Technician A -
$9.26/hr. on up, Maintenance Technician B - $8.51-$9.25/hr.,
Maintenance Technician C - $7.81-$8.50/hr., Maintenance Technician D
- $7.00-$7.80/hr. Motion carried.
A motion was offered by Mr. Alton Stevenson, seconded by Mr. Thomas
Benoit, to award a 5% pay increase to all Parish employees as
opposed to the 2% that was granted in January, 2004. The following
roll call vote was cast: Yeas: Alton Stevenson, Thomas Benoit and
Felton Moreau. Nays: A. J. Broussard, John Humble, Sr., Jimmie
Pellerin and A. J. Credeur. Motion failed.
A motion was offered by Mr. Thomas Benoit, seconded by Mr. A. J.
Broussard, to hire Mr. Jerry LeJeune as a Maintenance Technician
Level D to the Road Maintenance Department at a starting salary of
$7.00 per hour provided all hiring requirements are met. Motion
carried.
President Broussard recognized Mr. Robert Bergeaux, Parish Road
Manager, recently elected as President of the Louisiana Parish
Supervisors and Engineers Association at a conference recently held
in Alexandria.

PUBLIC FACILITIES/BUILDING & GROUNDS
President Broussard reported on meetings held with individuals
relative to the expansion or creation of jail facilities in Acadia
Parish. Mrs. Broussard indicated that Mr. Warren Guidry with Interco
Tire remained interested in purchasing the manufacturing facility in
the Industrial Park at a price of 1.5 million dollars creating at
least five new jobs in the process. She indicated that approximately
140 beds for detainees would be acceptable to meet today’s needs. A
final meeting was held with members of 5-H Farms, Inc., to work out
possible arrangements on property to be obtained near the existing
west of Crowley Detention Center owned by the Law Enforcement
District. This property could be used to construct a new jail
facility. President Broussard indicated that utilizing a portion of
the Sheriff’s Detention Center was not an option at this time.
A motion was offered by Mr. A. J. Credeur, seconded by Mr. A. J.
Broussard, to amend the agenda and add discussion on the sale of the
former Fruit of the Loom Facility in the Crowley/Rayne Industrial
Park. The following roll call vote was cast: Yeas: Alton Stevenson,
A. J. Broussard, A. J. Credeur, Thomas Benoit and Felton Moreau.
Nays: John Humble, Sr., and Jimmie Pellerin. Motion carried.
Juror Jimmie Pellerin questioned where the Parish would get land to
build a jail if the property in the park was not made available.

March, 2004, does hereby authorize Legal Counsel to prepare a Notice
of Intent to sell the existing 78,000 sq. ft. manufacturing facility
in the Crowley/Rayne Industrial Park including all improvements
including the tract of land currently being leased by Intertape
Polymer Corporation d/b/a Cajun Bag.

A motion was offered by Mr. Alton Stevenson, seconded by Mr. A. J.
Credeur, to approve the expenditure of $900 to cover one-half the
cost of an appraisal for property owned by 5-H Farms adjacent to the
existing Detention Center. Motion carried. Two descending votes were
recorded they being Mr. John Humble, Sr., and Mr. Jimmie Pellerin.
Juror John Humble, Sr., indicated the Jury should be looking for
property in other places since it was the Jury’s wishes to move the
plan from the Industrial Park.
PUBLIC SAFETY
Legal Counsel reported on the Parishes authority relative to
regulating the discharge of firearms. No action was taken.
PUBLIC WORKS/ROAD & BRIDGE
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. A. J.
Credeur, to approve the Emergency Work Report for the month of
February, 2004. Said expenditures to be in the amount of $56.76.
Motion carried.
ORDINANCE #869
AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE OR DRIVE A
MOTOR VEHICLE UPON IOTA HWY. (PARISH ROAD 4-35) IN ACADIA PARISH,
LOUISIANA, AT A SPEED IN EXCESS OF THIRTY-FIVE MILES PER HOUR,
AND, PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.
SECTION 1. BE IT ORDAINED by
the Police Jury of Acadia Parish, Louisiana, that it shall be
unlawful for any person to operate or drive a motor vehicle in
excess of thirty-five miles per hour
on the following described Parish Road:
Iota Hwy. (Parish Road 4-35)
SECTION 2. BE IT FURTHER ORDAINED
that any person found guilty of operating or driving a motor vehicle
in excess of thirty-five miles per hour
on the Parish road described above, shall be guilty of a
misdemeanor, and upon conviction therefore, shall be fined not more
than Fifty Dollars ($50) or be imprisoned not more than ten (10)
days or both.
SECTION 3. BE IT FURTHER ORDAINED
that any laws or parts of laws in conflict are hereby repealed.
The Ordinance was offered by Mr. John Humble, Sr., and seconded by
Mr. A. J. Credeur, after being read and considered section by
section, was adopted as a whole by the following vote:

A motion was offered by Mr. John Humble, Sr., seconded by Mr. Alton
Stevenson, to approve the request by North of Crowley Water to waive
fees for the installation of water lines along Hetzel Road. Motion
carried.
Juror A. J. Credeur noted that the State Department of
Transportation does not allow water line installation on road
shoulders primarily due to the use of those shoulders as escape
routes.
Juror A. J. Broussard felt that water line installation should be on
private property.
SOLID WASTE/ENVIRONMENTAL
Solid Waste Engineer Tim Mader reported on the results of the Tier
II Testing as it relates to the possible installation of an
expensive active gas recovery system at the Acadia Parish Sanitary
Landfill. He noted that the results indicated the installation of
such a system was not required.
Solid Waste Supervisor noted that the new bulk waste truck would be
delivered within the next two weeks.
COMMENTS FROM THE PUBLIC
Juror A. J. Credeur indicated there were lingering problems with
Storm Debris near Quarter Pole Road.
Dr. Gibson Miller requested the subject of library employee salaries
and accountability be placed on the next meeting agenda as a
discussion item.
