THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m.,
in the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Cecelia B.
Chambers, presiding. At the request of the President, a moment of
silence was offered and the Pledge to the Flag was recited in
unison. The roll was called and final attendance was recorded as

Alton Stevenson, to approve the Minutes of the May 2, 2006, Regular

RESOLUTION
A Resolution approving the holding of an election in Second
Ward Gravity Drainage District No. 1 of the Parish of Acadia,
State of Louisiana, on Saturday, July 15, 2006, to authorize the
levy of a special tax therein.
WHEREAS, the Board of Commissioners of Second Ward Gravity
Drainage District No. 1 of the Parish of Acadia, State of Louisiana
(the "Governing Authority"), acting as the governing authority of
Second Ward Gravity Drainage District No. 1 of the Parish of Acadia,
State of Louisiana (the "District"), adopted a resolution on May 9,
2006, calling a special election in the District on Saturday, July
15, 2006, to authorize the levy of a special tax therein; and
WHEREAS, the governing authority of the District has requested
that this Police Jury, acting as the governing authority of the
Parish of Acadia, State of Louisiana, give its consent and authority
for the District to hold the aforesaid election, and in the event
that the election carries to levy and collect the special tax
provided for therein; and
WHEREAS, as required by Article VI, Section 15 of the
Constitution of the State of Louisiana of 1974, it is now the desire
of this Police Jury to approve the holding of said election and in
the event that the election carries, to levy and collect the special
tax provided for therein;
NOW,
THEREFORE, BE IT RESOLVED by the Police Jury of the Parish of
Acadia, State of Louisiana, acting as the governing authority of
said Parish, that:

1. In compliance with the provisions of Article VI, Section 15
of the constitution of the State of Louisiana of 1974, and in
accordance with the request of the Board of Commissioners of Second
Ward Gravity Drainage District No. 1 of the Parish of Acadia, State
of Louisiana, this Parish Council hereby approves the holding of an
election in the District, on Saturday, July 15, 2006, at which
election there will be submitted the following proposition, to-wit:
PROPOSITION
SUMMARY: 10 YEAR, 10 MILLS PROPERTY TAX FOR CONSTRUCTING,
IMPROVING, MAINTAINING AND OPERATING DRAINAGE WORKS FOR THE
DISTRICT.
Shall the Second Ward Gravity Drainage District No. 1 of the
Parish of Acadia, State of Louisiana (the "District"), levy a
special tax of ten (10) mills on all the property subject to
taxation within the District, for a period of ten (10) years
beginning with the year 2007 and ending with the year 2016, for
the purpose of constructing, improving, maintaining and
operating drainage works for the District?
SECTION
2. In the event the election carries, this Police Jury does
hereby further consent to and authorize the District to levy and
collect the special tax provided for therein.

INTO BONDS.
Shall Fire Protection District No. 10 of the Parish of
Acadia, State of Louisiana (the "District"), levy and collect

2006, a fee of Fifty Dollars ($50.00) on each lot, subdivided
portion of ground or individual tract upon which is located,
either in whole or in part, a residential or commercial
structure, regardless of the structure’s being occupied or
unoccupied, for the purpose of acquiring, constructing,
maintaining and operating fire protection facilities and
equipment, including paying the cost of obtaining water for fire
protection purposes, the salaries of firemen and all purposes
incidental thereto, and shall the District be further authorized
to fund the proceeds of said parcel fee into bonds to pay the
costs of capital improvements, said bonds to be issued from time
to time in the manner provided by law, including, but not
limited to, Section 1505 of Title 40 of the Louisiana Revised
Statutes of 1950, as amended?
SECTION
2. In the event the election carries, this Police Jury does
hereby further consent to and authorize the District to levy and
collect the parcel fee provided for therein.

A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. A.
J. Broussard, that all bills be approved for payment for the month
of April. Motion carried.
PERSONNEL
A motion was offered by Mr. Cade Benoit, seconded by Mr. Jimmie
Pellerin, to approve the recommendation of the Solid Waste
Supervisor to terminate Mr. Byron Baptiste for disciplinary reasons.
Motion carried.
A motion was offered by Mr. Alton Stevenson, seconded by Mr. Cade
Benoit, to amend the Personnel Policy to allow the use of sick leave
for uncompensated workers comp claims. Motion carried with one
descending vote cast by Mr. A. J. Broussard.
PUBLIC FACILITIES/BUILDING & GROUNDS
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. John
Humble, Sr., to authorize the construction of the Mosquito Control
Airplane Hanger by Savant Construction, LLC., in the amount of
$38,500.00. The following roll call vote was cast: Yeas: A. J.
Broussard, John Humble, Sr., Cecelia B. Chambers and Jimmie Pellerin.
Nays: A. J. Credeur, Cade Benoit and Felton Moreau. Abstained: Alton
Stevenson. Motion carried.
Certain members expressed concern over the cost of insurance,
security and accessibility of the aircraft.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr.
Felton Moreau, to authorize the funding allocation and joint
purchase of one 15 ft. mower under state contract providing one half
of the total cost. Motion carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr.
Alton Stevenson, to authorize painting and minor repairs to the Rice
Museum property with the use of inmate labor. Motion carried.
PUBLIC WORKS/ROAD & BRIDGE
A motion was offered by Mr. A. J. Broussard, seconded by Mr. Cade
Benoit, to authorize state/federal grant and right-of-way search and
prioritization to blacktop Morrow Road under Phase III Part B Road
Improvement Project. Motion carried.
A motion was offered by Mr. Felton Moreau, seconded by Mr. Jimmie
Pellerin, to authorize the purchase of culverts in the amount of
$2,981.25 for St. Jules Road. Motion carried.
A motion was offered by Mr. A. J. Credeur, seconded by Mr. Felton
Moreau, to authorize additional funding for the purchase of
excavator accessories in the amount of $8,000.00. Motion carried.
A motion was offered by Mr. A. J. Credeur, seconded by Mr. Jimmie
Pellerin, to approve the Emergency Work Report for the month of
April, 2006. Said expenditures to be in the amount of $442.14.

THEREFORE BE IT RESOLVED by the Acadia Parish Police Jury in
regular session duly convened this 16th day of May, 2006, does
hereby accept the low bid submitted by RDK Municipal Truck Center
for the purchase of one new roll-off truck in the amount of One
Hundred Six Thousand One Hundred Fifty and 00/100 ($106,150.00)
Dollars.

ORDINANCE #912
AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE OR
DRIVE A MOTOR VEHICLE UPON PRATHER CREEK ROAD IN ACADIA PARISH,
LOUISIANA, AT A SPEED IN EXCESS OF TWENTY-FIVE MILES PER HOUR,
AND, PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.
SECTION 1.
BE IT ORDAINED by the Police Jury of Acadia Parish, Louisiana, that it shall be unlawful for any person to
operate or drive a motor vehicle in excess of twenty-five miles
per hour on the following described Parish Road
:
Prather Creek Road
SECTION 2.
BE IT FURTHER ORDAINED that
any person found guilty of operating or driving a motor vehicle in
excess of twenty-five miles per hour on the Parish road
described above, shall be guilty of a misdemeanor, and upon
conviction therefore, shall be fined not more than Fifty Dollars
($50) or be imprisoned not more than ten (10) days or both.
SECTION 3. BE IT FURTHER ORDAINED that any laws or parts of
laws in conflict are hereby repealed.
The Ordinance was
offered by Mr. Cade Benoit, and seconded by Mr. Jimmie Pellerin,
after being read and considered section by section, was adopted as a
whole by the following vote:

COMMENTS FROM THE PUBLIC
Mr. Charles Richard, resident of the Church Point area, asked
about the upcoming road improvement project estimated to cost
$5,000,000.00 and how the money would be used.
Engineer Karl Aucoin described the current plan for developing a
surface treatment program on roads that were improved in Phases I
and II.
President Chambers advised that a maintenance program had already
been voted on and explained the history of Phase I and II road
improvements.
Juror Cade Benoit added that the minutes of a previous meeting
only authorized Aucoin & Associates to prepare a chip seal plan and
that a different authorization provided for road funding with the
Jury deciding how to allocate the money.
Again Mr. Charles Richard emphasized the importance of
improvements to gravel roads.
LITIGATION
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr.
Alton Stevenson, to adjourn into executive session to consider the
matters of pending and prospective litigation regarding Michael
Boudreaux Docket #82521 and Pickett Industries. The following roll
call vote was cast: Yeas: Alton Stevenson, A. J. Broussard, Cecelia
B. Chambers, Jimmie Pellerin, A. J. Credeur, Cade Benoit and Felton
Moreau. Motion carried.
The President reconvened the meeting following the executive
session then the meeting was adjourned.
THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE MEETING, THE
MOTION WAS OFFERED DULY SECONDED, THAT THE MEETING ADJOURN UNTIL THE
