CROWLEY, LOUISIANA

THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in the Police Jury Meeting Room, Courthouse Building, Crowley, Louisiana, in regular session with the President, A. J. Broussard, presiding. At the request of the President, a moment of silence was offered and the Pledge to the Flag was recited in unison. The roll was called and final attendance was recorded as follows:

A motion was offered by Mrs. Cecelia Chambers, seconded by Mr. John Humble, Sr., to revise the agenda to consider a request by the US Census Local Update Program and a Grant for Household Hazard Material Collection. Motion carried.

A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. Alton Stevenson, to approve the Minutes of the July 24, 2007, Regular Police Jury Meeting. Motion carried.

The Honorable Dan Morrish, Candidate for Senate District 25, addressed the members requesting support of his candidacy.

A motion was offered by Mrs. Cecelia Chambers, seconded by Mr. John Humble, Sr., to adjourn into executive session in the matter of Terry Dietz, et al vs. Kenneth Goss, et al, United States District Court, Western District of Louisiana, Civil Court, Case Number 6:04CV1644 & 6:04CV2084. The following roll call vote was cast: Alton Stevenson, John Humble, Sr., Cecelia Chambers, Jimmie Pellerin, A. J. Credeur, Cade Benoit, Felton Moreau and A. J. Broussard. Motion carried.

Following executive session the President reconvened the meeting.

A motion was offered by Mr. A. J. Credeur, seconded by Mrs. Cecelia Chambers, to revise the agenda to include discussion on a proposed Public Safety Ordinance. Motion carried.

APPOINTMENTS

RESOLUTION

BY MESSRS: CADE BENOIT AND ALTON STEVENSON

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session duly convened this 7th day of August, 2007, does hereby re-appoint MR. DOUGLAS CORMIER to Acadia Fire Protection District #6 for a two year term effective August, 2007.

FINANCE

The Sales Tax Report was presented for the month of July, 2007. The report indicated a gross receipt of $754,507.49 an increase of $459,759.80 from July, 2006. The increase was due to the School Board Sales Tax Office employee turnover.

The Financial Report and the approval of payment of June bills was deferred until the next meeting.

RESOLUTION

BY MESSRS: JIMMIE PELLERIN AND CADE BENOIT

WHEREAS, the Acadia Parish Police Jury advertised for bids in the Official Journal for one new Hydraulic Truck Mounted Telescopic Boom Excavator.

WHEREAS, the sole bid received was as follows:

Scott Construction   $216,500.00

THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened on this the 7th day of August, 2007, does hereby accept the bid submitted by Scott Construction in the amount of Two Hundred Sixteen Thousand Five Hundred and 00/100 Dollars ($216,500.00) for the purchase of one new hydraulic truck mounted telescopic boom excavator.

BE IT FURTHER RESOLVED that the President of this Police Jury be and he is hereby empowered, authorized and directed to execute a contract with Scott Construction, on behalf of, in the name and under the seal of the Acadia Parish Police Jury relative to the purchase of said equipment.

A motion was offered by Mr. John Humble, Sr., seconded by Mr. Felton Moreau, to re-apply for LCDBG funds for sewage collection lines in the Richard Addition in Morse and renovations to community centers in the City of Crowley. Motion carried.

 

PUBLIC FACILITIES/BUILDING & GROUNDS

RESOLUTION

BY MESSRS: ALTON STEVENSON AND JOHN HUMBLE SR

WHEREAS, the Acadia Parish Police Jury has submitted to the FAA a Project Application dated April 26, 2007, for a grant of Federal Funds for a project at or associated with the LeGros Memorial Airport, and

WHEREAS, the FAA has approved the Project consisting of the following:

Installation of New Precision Approach

Path Indicators and Runway End

Identifier Lights for Runway 04/22

THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened on this the 7th day of August, 2007, does hereby accept and execute a Federal Grant offer for the above stated project.

PUBLIC SAFETY

RESOLUTION

BY: MADAM CECELIA CHAMBERS AND MESSR ALTON STEVENSON

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session duly convened this 7th day of August, 2007, does hereby authorize the Emergency Management Director to apply for a Training Grant for the purpose of improving the permitting and inspection of the Acadia Parish Building Code Department.

PUBLIC WORKS/ROAD & BRIDGE

A motion was offered by Mr. Cade Benoit, seconded by Mr. Jimmie Pellerin, to approve the Emergency Work Report for the month of July, 2007. Said expenditures to be in the amount of $47.55. Motion carried.

Mr. Clement made a request to the Jury that Jules Clement Road be hardsurfaced due to severe dust problems in that area.

A motion was offered by Mr. John Humble, Sr., seconded by Mr. Jimmie Pellerin, to gather information regarding the participation in the US Census Local Update of Census Addresses (LUCA) Program. Motion carried.

RESOLUTION

BY: MADAM CECELIA CHAMBERS AND MESSR ALTON STEVENSON

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session duly convened this 7th day of August, 2007, does hereby authorize the Parish Grant Coordinator to apply for a Household Hazard Material Grant for the purpose of funding the Acadia Parish Police Jury’s Household Hazardous Waste Day.

Preston Cloyd with Cloyd, Wimberly & Villemarette, acting attorney for the Jury, reviewed the proposed Public Safety Ordinance that was presented by the citizens from the Branch area regarding a community based juvenile detention facility by Associated Marine Institute. He told Jurors that a decision could not be made on the proposed ordinance until further review.

Jurors requested that the Parish’s attorney bring back a recommendation regarding the proposed Ordinance at the next committee meeting.

Juror Cade Benoit requested to have the Clearwater Restoration Act placed on the next regular meeting agenda.

Juror Alton Stevenson requested the President contact Sixth Ward & Crowley Drainage District to have the grass cut by Kathy Meadows Apartments.
 

COMMENTS FROM THE PUBLIC

Mrs. Carla Harmon was concerned that the Police Jury could not act on the proposed Safety Ordinance which would prolong matters and they were running out of time.

Ms. Faith Doucet stated that survey crews were out at the site of the proposed juvenile detention center. She also stated that they were told if the community didn’t want the facility that they would leave. Why had that not happened?

Mr. Preston Cloyd, acting attorney, suggested that the District Attorney’s Office be contacted and that Mike Harson should appoint someone else in his place since he is on the Board of Directors of Associated Marine Institute.

THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE MEETING, THE MOTION WAS OFFERED DULY SECONDED, THAT THE MEETING ADJOURN UNTIL THE NEXT REGULARLY SCHEDULED MEETING OF AUGUST 21, 2007, AT THE HOUR OF 6:30 P.M.
