the above date at 6:30 p.m., in the Police Jury Meeting Room,
Courthouse Building, Crowley, Louisiana, in regular session with the
President, A. J. Broussard, presiding. At the request of the
President, a moment of silence was offered and the Pledge to the
Flag was recited in unison. The Roll was called and final attendance

A motion was
offered by Mr. Jimmie Pellerin and seconded by Mr. Alton Stevenson
to approve the Minutes of the May 15, 2007 Regular Police Jury
Meeting. Motion carried.
PRESENTATIONS
Mr. Jack
Montouchet introduced himself to members of the Police Jury and
announced his candidacy for District 42 State Representative.
Mrs. Linda
Hebert, representing property owners on Arpent and Belle Terre
Roads, requested that the roads be considered for hard surfacing
under the Phase III, B Road Project.
Mr. Mark
Abraham introduced himself to members of the Police Jury and
announced his candidacy for District 7 Senatorial seat.

ENDORSEMENT RESOLUTION FOR A COMPANY TO PARTICIPATE IN THE
ENTERPRISE ZONE PROGRAM
RESOLUTION STATING THE ACADIA
PARISH POLICE JURY'S ENDORSEMENT
OF MB Industries TO
PARTICIPATE IN THE BENEFITS OF THE LOUISIANA ENTERPRISE ZONE PROGRAM
WHEREAS,
the Louisiana Enterprise Zone act of 1981, Act 901 was enacted by
the Louisiana State Legislature, and Act 337 was enacted by the 1982
Legislature, Act 433 was enacted by the 1987 Legislature and Act 581
was enacted by the 1995 Legislature;
and
WHEREAS,
the Louisiana Enterprise Zone Program offers significant incentives
for economic development to some of the most distressed areas in the
Parish of Acadia;
and
WHEREAS,
the Louisiana Department of Economic Development designated Census
Tract 9606, Block Group 1 or Economic
Development Zone in Acadia Parish as an "Enterprise Zone or
Economic Development Zone" eligible based on enabling legislation
(R.S.51.21.1787-1791);
and
WHEREAS,
the Acadia Parish Police Jury states this endorsement is in
agreement with the Overall Economic Development Plan for the Parish
of Acadia;
and
WHEREAS,
the attached Enterprise Zone map has been marked to show the
location of the business being endorsed;
and
WHEREAS,
in accordance with the Louisiana Enterprise Zone Program
requirements the Acadia Parish Police Jury agrees:
1. To participate in the
enterprise zone program.
2. To assist the Department in evaluating progress made in any
enterprise
zone within its jurisdiction.
BE IT RESOLVED
by the Acadia Parish Police Jury in due, regular and legal session

The following resolution was
offered by Mr. Felton Moreau and seconded by Mr. A.J. Credeur
A resolution approving the holding
of an election in Acadia-Evangeline Fire Protection District of the
Parishes of Acadia and Evangeline, State of Louisiana, on Saturday,
October 20, 2007, to authorize the incurring of debt and issuance of
bonds therein.
WHEREAS,
the Board of Commissioners of Acadia-Evangeline Fire Protection
District of the Parishes of Acadia and Evangeline, State of
Louisiana (the "Governing Authority"), acting as the governing
authority of Acadia-Evangeline Fire Protection District of the
Parishes of Acadia and Evangeline, State of Louisiana (the
"District"), adopted a resolution on May 9, 2007, calling a special
election in the District on Saturday, October 20, 2007, to authorize
the incurring of debt and issuance of bonds therein;
and
WHEREAS,
the governing authority of the District has requested that this
Police Jury, acting as the governing authority of the Parish of
Acadia, State of Louisiana, give its consent and authority for the
District to hold the aforesaid election, and in the event that the
election carries to issue, sell and deliver the bonds provided for
therein;
and
WHEREAS,
as required by Article VI, Section 15 of the Constitution of the
State of Louisiana of 1974, it is now the desire of this Police Jury
to approve the holding of said election and in the event that the
election carries, to issue, sell and deliver the bonds provided for
therein;
NOW, THEREFORE, BE IT RESOLVED
by the Police Jury of the Parish of Acadia, State of Louisiana,
acting as the governing authority of said Parish, that:
SECTION 1.
In compliance with the provisions of Article VI, Section 15 of the
constitution of the State of Louisiana of 1974, and in accordance
with the request of the Board of Commissioners of Acadia-Evangeline
Fire Protection District of the Parishes of Acadia and Evangeline,
State of Louisiana, this Police Jury hereby approves the holding of

Shall Acadia-Evangeline Fire
Protection District of the Parishes of Acadia and Evangeline, State
of Louisiana (the "District"), incur debt and issue bonds to the
amount of Seven Hundred Fifty Thousand Dollars ($750,000) to run ten
(10) years from the date thereof, with interest at a rate or rates
not exceeding seven per centum (7%) per annum, for the purpose of
acquiring, constructing and improving buildings, machinery and
equipment, including both real and personal property, title to which
shall be in the public, to be used in giving fire protection to the
property in the District, which bonds will be general obligations of
the District and will be payable from ad valorem taxes to be levied
and collected in the manner provided by Article VI, Section 33 of
the Constitution of the State of Louisiana of 1974, and statutory
authority supplemental thereto.
SECTION 2.
In the event the election carries, this Police Jury does hereby
further consent to and authorize the District to issue, sell and
deliver the bonds provided for therein.

giving of notice of intention to construct street paving
improvements along certain streets or such part thereof as may be
determined upon, within the corporate limits of the Parish of
Acadia, State of Louisiana, and outside of municipal corporations;
describing in a general way the improvements contemplated and the
manner of payment therefor and the manner of making same; and
providing for the hearing of any objections to the proposed
improvements.
BE IT RESOLVED by
the Police Jury of the Parish of Acadia, State
of Louisiana, acting
as the governing authority of the Parish of Acadia, State of
Louisiana, that:
SECTION 1.
Pursuant to and in compliance with the provisions of Sections 3689.1
to 3689.17, inclusive, of Title 33 of the Louisiana Revised Statutes
of 1950 (R.S. 33:3689.1 - 33:3689.17), and other constitutional and
statutory authority, it is the intention of the Police Jury of the
Parish of Acadia, State of Louisiana (the "Police Jury"), acting as
the governing authority of the Parish of Acadia, State of Louisiana
(the "Parish"), to construct street paving improvements on the
streets set out in the Notice of Intention contained in Section 2 of
this resolution.
SECTION 2. The
President and Secretary of the Police Jury are hereby empowered,
authorized and directed to give and cause to be published in the
official journal of the Parish, once a week for three (3)
consecutive weeks, notice of intention of this Police Jury to
construct the improvements hereinafter set out in the manner
described in said Notice of Intention, which Notice of Intention is
hereby made a part of this resolution and shall read substantially
as follows, to-wit:
NOTICE OF INTENTION
Pursuant to the
provisions of Sections 3689.1 through 3689.17 of Title 33 of the
Louisiana Revised Statutes of 1950 (R. S. 33:3689.1 through R. S.
33:3689.17), as amended, and a resolution adopted by the Police Jury
of the Parish of Acadia, State of Louisiana (the “Police Jury”),
acting as the governing authority of the Parish of Acadia, State of
Louisiana (the “Parish”), on June 5, 2007, NOTICE IS HEREBY GIVEN
that the Police Jury intends to construct street paving improvements
on the following designated street within the corporate limits of

a cul de sac, consisting of asphaltic concrete surfacing two (2)
inches thick, eighteen (18) feet wide on a nineteen (19) feet wide
soil cement stabilized base course 8-1/2 inches thick.

FURTHER GIVEN that it is the intention of the Police Jury to
construct the Project hereinabove set forth and also to construct
the Project under private contract after due advertisement in the
manner provided by law.
NOTICE IS HEREBY
FURTHER GIVEN that it is the intention of the Police Jury to include
in the total cost of the Project, the cost of street intersections,
engineers' and attorneys' fees and all other costs incidental to
said work; and the total cost of the Project shall be charged to
each lot or parcel of real estate abutting the street to be improved
in the Project in proportion that its frontage bears to all the
abutting lots or parcels of real estate to be improved in the
Project, all in accordance with the contract awarded therefor.
NOTICE IS HEREBY
FURTHER GIVEN that in order to provide for the payment of the
proposed improvements, a local or special assessment shall be levied
on each lot or parcel of real estate abutting the streets to be
improved in the Project in proportion that its frontage bears to all
the abutting lots or parcels of real estate to be improved in the
Project, all in accordance with the contract awarded therefor, and
the total amount of all local or special assessments in the Project
shall represent the total cost of such improvements in the Project.
Such local or special assessments may be paid in cash without
interest within thirty (30) days from the date of the adoption of
the ordinance levying said assessments, or by deferred payments in
equal annual installments bearing interest extending over a period
of not exceeding ten (10) years and bearing interest at a rate or
rates not exceeding six per centum (6%) per annum payable annually,
all in the form and manner provided by the aforesaid sections of the
Louisiana Revised Statutes of 1950. After the delivery of paving
certificates which represent the front foot assessments not paid in
cash within said thirty (30) day period, the unpaid balance owed on
an assessment may be prepaid at any time at a price equal to the
principal balance on the assessment plus the amount of the total
annual interest for the current year.

GIVEN that the Police Jury will meet in open and public session at
the Police Jury Room of the Courthouse, Crowley, Louisiana, on
Tuesday, July 17, 2007, at six o'clock (6:00) p.m., and will on
said date, at the hour and place designated herein, proceed to hear
any and all objections to the proposed improvements and the manner
of payment therefor, and after hearing and passing on such
objections, proceed, if it so determines, to order such improvements
constructed in the manner hereinabove provided, and in accordance

Comments from the public
Mr. Nicolas Bellard, attorney-at-law, addressed the President on the
status of the President signing Change Order 2 for the Phase III, B
Road Improvement Project. Mr. Bellard informed the President that he
was prepared to seek, on behalf of his clients, a Writ of Mandamus
ordering the President to sign the Change Order.
Mr. A.J.
Broussard informed Mister Bellard that he had not seen the Change
Order.
Mr. Karl
Aucoin delivered the Change Order to the President for his
signature.
Mr. Greg
Kleinpeter addressed the Police Jury on the proposed 40 acre site
for an Associated Marine Institute facility in the community of
Branch. Mr. Kleinpeter explained that the facility would house
adjudicated youths a maximum of 36 ages 10 to 17 years old at the
proposed facility. The ratio of staff to students would be 1:6
during the day and 1:9 during the evenings. He further explained
funding sources and employment opportunities at the facility.
Mr. Geno
Richard expressed his support for the facility. Mr. Richard was
invited to visit other sites and after visiting them said he was
convinced it was a good idea.
At the
conclusion of his presentation, Mr. Kleinpeter requested that the
Police Jury consider supporting the facility in Acadia Parish.
A motion was
offered by Mr. A. J. Credeur, seconded by Mr. Jimmie Pellerin, to
adjourn into executive session to consider the matters of pending
and prospective litigation. The following roll call vote was cast:
