The Acadia Parish Police Jury
met on the above date at 6:30 p.m., in the Police Jury Meeting Room,
Courthouse Building, Crowley, Louisiana, in regular session with the
President, A. J. Broussard, presiding. At the request of the
President, a moment of silence was offered and the Pledge to the
Flag was recited in unison. The Roll was called and final attendance
was recorded as follows:

seconded by Mr. A. J. Credeur to approve the Minutes of the February
6, 2007 Regular Police Jury Meeting and the March 14, 2007 Special
Police Jury Meeting. Motion carried.
Isabella dela Houssaye announced her candidacy
for state House of Representative, District 42.
Mary Kate Colligan from the Church Point 4-H
Junior Leadership program presented a review of her experiences as a
4-H member.
APPOINTMENTS
A motion was offered by Mr. Cade Benoit and
seconded by Mr. John Humble, Sr. to appointment Mr. Ronnie Joseph
Richard to Fire Protection District 10 until January 2008 to fill
the unexpired term of Todd Bourgeois. Motion carried.
FINANCE
A motion was offered by Madam Cecelia Chambers
and seconded by Mr. A.J. Credeur to approve payment of bills for the
months of January and February 2007. Motion carried.
A motion was offered Madam Cecelia Chambers and
seconded by Mr. Jimmie Pellerin to accept the Financial Statement.
Motion carried.
A motion was offered by Mr. A. J. Credeur and
seconded by Madam Cecelia Chambers to approve a $3000.0 contribution
to the Crowley Fire Department for their school safety programs.
Motion carried.
A motion was offered by Mr. Alton Stevenson and
seconded by Madam Cecelia Chambers to approve funding for Mr. Tommy
Freeland, Acadia Parish Economic Development Board member to attend
the Governor’s Conference on Economic Development. Motion carried.
LEGISLATIVE
ORDINANCE No. 926
AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO URINATE ON THE
STREETS, IN GUTTERS, ON SIDEWALKS, OR IN ALLEYS, DRIVEWAYS OR OTHER
PLACES NEAR STREETS, ALLEYS, SIDEWALKS AND OTHER PLACES OF PUBLIC
RESORT.
SECTION 1. BE IT ORDAINED by the Police
Jury of Acadia Parish, Louisiana, that it shall be unlawful for any
person to urinate on the streets, in gutters, on sidewalks, or in
alleys, driveways, or other places near streets, alleys, sidewalks
or other places of public resort.
SECTION 2. BE IT FURTHER ORDAINED
that any person found guilty of urinating on the streets, in
gutters, on sidewalks, or in alleys, driveways, or other places near
streets, alleys, sidewalks or other places of public resort shall be
guilty of a misdemeanor, and upon conviction therefore, shall be
fined not more than $500.00 or be imprisoned not more than 60 days
or both.
SECTION 3. BE IT FURTHER ORDAINED that
any laws or parts of laws in conflict are hereby repealed.

American Red Cross Month/Hometown Heroes
Day
WHEREAS,
for more than a century, the American Red Cross has been at the
forefront of helping Americans prevent, prepare for and respond to
disasters large and small. Families and communities depend on the
Red Cross in times of need, and the Red Cross depends on the support
of the American people to help sustain the foundation;
and
WHEREAS,
during the month of March we formally recognize the American Red
Cross and its essential humanitarian role in our community. We honor
the Acadiana Area Chapter of the American Red Cross’ contribution to
making Acadiana Parish a better place. This year we focus on the
spirit of the volunteers, donors, partners and employees who support
our mission;
and
WHEREAS,
for more than 89 years, the Red Cross in Acadia Parish, the Red
Cross has relied on the everyday heroes who donate time, blood or
money – heroes who coordinate blood drives, heroes who assist
victims of fires and other disasters, and heroes who help military
service members and their families with emergency communications;
and
WHEREAS,
the Red Cross has been the place where compassionate people freely
give their time and talent to help prevent and ease human suffering
among friends, neighbors and even strangers;
and
WHEREAS,
in the past year alone, the Acadiana Area Chapter responded to 150
local emergencies, assisted 581 military families and trained 12,000
people in lifesaving skills such as CPR and first aid. Volunteers
are the core of the Red Cross, donating their time and energy to
selflessly serve those in need and demonstrating the compassion and
generosity for which Americans are known;
and
WHEREAS,
the Red Cross Chapter in Acadiana and its nearly 126 volunteers and
donors provide valuable tools and education to individuals,
families, workplaces and schools, making us all stronger and more
resilient;
and
WHEREAS,
on Hometown Heroes Day, we celebrate and acknowledge the
contributions of the many heroes of Red Cross for building a better
quality of life. For the next 125 years and beyond, the Red Cross
will meet the needs of the public by fostering volunteers who are
professional, prepared and committed to continuing the tradition of
providing supreme service delivery to our community:

WHEREAS, the Louisiana Enterprise Zone
act of 1981, Act 901 was enacted by the Louisiana State Legislature,

Legislature;
and
WHEREAS, the Louisiana Enterprise Zone

Acadia Parish, Louisiana in the following described property:
That certain tract of land containing
0.024 acres, more or less, situated in Section 43, Township 9 South
– Range 1 East, Acadia Parish, Louisiana, being more particularly
described as that portion of the Southwest Corner of said Section 43
lying West of Cherokee Road (Street) and being further described as

oil, gas and mineral lease is hereby accepted, and

WHEREAS, a request was made by Gulf
Coast Sound Production, Inc., to locate in the Crowley/Rayne

WHEREAS, the Acadia Parish Police jury
recognizes the value of creating new jobs for the benefit of
Economic Development;
and
WHEREAS, it is the intent of the Acadia
Parish Police jury to provide incentives to promote economic growth
in Acadia Parish;
and
WHEREAS, the Acadia Parish Police Jury
gave Notice of Intent in its Legal Journal on March 8 and March 15,
2007.
Therefore Be It Resolved by the Acadia Parish Police jury
in regular session duly convened on this the 20th day of
March, 2007, does hereby authorize the sale of three acres of
Industrial Park property to Mr. Larry Habetz and Mr. Randy Pylant in
the amount of $8,500.00 per acre provided the necessary twelve (12)
permanent fulltime jobs are created within the next five years.

Further Resolved that this agreement is subject to the
approval of Legal Counsel and further subject to the laws governing
the sale of property.

Department of Transportation plans to signalize the Eleanor Road
(Parish Road 6-42) railroad crossing from funds available through
the federal railroad safety program;

WHEREAS, the Parish of Acadia wishes to
enhance railroad safety in our parish through proper advance warning
signs and pavement markings.
BE IT RESOLVED: by the Acadia Parish Police Jury in regular
session duly convened this 20th day of March, 2007, does hereby
agree to install and maintain both advance warnings signs (W10-1)
and pavement markings at the Eleanor Road railroad crossing.

MOTOR VEHICLE UPON MUSKRAT ROAD, ACADIA PARISH, LOUISIANA, AT
A SPEED IN EXCESS OF FORTY-FIVE MILES PER HOUR, AND,
PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.
SECTION 1. BE IT ORDAINED by the Police Jury of Acadia Parish,
Louisiana, that it shall be unlawful for any person to operate or
drive a motor vehicle in excess of forty-five miles per hour
on the following described Parish Road:
muskrat road from airport
road to highway 92
SECTION 2. BE IT FURTHER ORDAINED
that any person found guilty of operating or driving a motor vehicle
in excess of forty-five miles per hour on the Parish road
described above, shall be guilty of a misdemeanor, and upon
conviction therefore, shall be fined not more than Fifty Dollars
($50) or be imprisoned not more than ten (10) days or both.
SECTION 3. BE IT FURTHER ORDAINED that
any laws or parts of laws in conflict are hereby repealed.

ORDINANCE No. 928
AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE OR DRIVE A
MOTOR VEHICLE UPON LOIS ROAD, ACADIA PARISH, LOUISIANA, AT A
SPEED IN EXCESS OF TWENTY-FIVE MILES PER HOUR, AND, PROVIDING
FOR THE PENALTIES FOR THE VIOLATION THEREOF.
SECTION 1. BE IT ORDAINED by the Police
Jury of Acadia Parish, Louisiana, that it shall be unlawful for any
person to operate or drive a motor vehicle in excess of
twenty-five miles per hour on the following described Parish
Road:

SECTION 2. BE IT FURTHER ORDAINED
that any person found guilty of operating or driving a motor vehicle
in excess of twenty-five miles per hour on the Parish road
described above, shall be guilty of a misdemeanor, and upon
conviction therefore, shall be fined not more than Fifty Dollars
($50) or be imprisoned not more than ten (10) days or both.
SECTION 3. BE IT FURTHER ORDAINED that
any laws or parts of laws in conflict are hereby repealed.
The Ordinance was offered by Mr. A.J. Credeur
and seconded by Mr. Felton Moreau and after being read and
considered section by section, was adopted as a whole by the
following vote:

session duly convened this 20th day of March, 2007, does hereby
authorize the Solid waste Engineer to prepare bid specifications for
a solid waste collection contract.

22,382 residential and 2,168 commercial. Motion carried.
