The Acadia Parish Police Jury met on the above date at 6:30 p.m., in the Police Jury Meeting Room, Courthouse Building, Crowley, Louisiana, in regular session with the President, A. J. Broussard, presiding. At the request of the President, a moment of silence was offered and the Pledge to the Flag was recited in unison. The Roll was called and final attendance was recorded as follows:

A motion was offered by Mrs. Cecelia Chambers and seconded by Mr. Alton Stevenson to revise the agenda to consider request from Mosquito Control Director to reassign temporary employees to full-time permanent employee to fill anticipated vacancy effective May 7, 2007 and to set salary; to authorize Parish Engineer to conduct a self-assessment survey for proposed road in Hidden Heritage Subdivision; to consider proposal from Mader Engineering to perform study on curbside recycling and impact of recycling on landfill liner life. Motion carried. 

A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. John Humble, Sr. to approve the Minutes of the April 17, 2007 Regular Police Jury Meeting. Motion carried.
 

PUBLIC FACILITIES, BUILDINGS AND GROUNDS


                                        RESOLUTION 05-07-01
 

A resolution authorizing the President to execute an Agreement with the Louisiana Department of Transportation and Development (LADOTD) for improvements at the Legros Memorial Airport
 

WHEREAS, Act 451 of the 1989 Regular Session of the Louisiana Legislature authorized the financing of certain airport improvements from funds appropriated from the Transportation Trust Fund; and

WHEREAS, the Acadia Parish Police jury is requesting assistance from the LADOTD for the purchasing of equipment and/or reimbursement of funds expended to establish a rapid response airport runway and paved surface Foreign Object Debris (FOD) control safety program; and

WHEREAS, the LADOTD is agreeable to the implementation of this project and desires to cooperate with the Acadia Parish Police Jury  according to the terms and conditions identified in the attached Agreement; and

WHEREAS, the LADOTD will provide the necessary funding for the purchase of equipment and/or will reimburse the sponsor up to six thousand two hundred eighty-five dollars ($6285.00) of the equipment purchase costs.

NOW THEREFORE BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened this 1st day of May, 2007, does hereby authorized the President to execute an agreement for improvements to the Legros Memorial Airport identified as State Project 977-99-0120, more fully identified in the Agreement attached hereto. 

This resolution shall be in full force and effect from and after its adoption.

RESOLUTION 05-07-02

BY MESSRS JOHN HUMBLE, SR. AND ALTON STEVENSON
 

WHEREAS, the Acadia Parish Police Jury wishes to increase the safety of the Legros Memorial Airport; and

WHEREAS, improvements to the facility in FY 2006 included a new electrical vault and constant current lighting system for Runway 4-22, and

WHEREAS, the existing visual approach NAVAIDS (VASIs) are inoperable due to their age and years of service.

BE IT RESOLVED, the Acadia Parish Police Jury in regular session duly convened this 1st day of May, 2007, does hereby authorize, direct and empower the President to apply for Federal Assistance to install PAPIs and REILs to replace the existing NAVAIDs.

BE IT RESOLVED,
the Acadia Parish Police Jury in regular session duly convened this 1st day of May, 2007, does hereby authorize, direct and empower the President to enter into a renewed lease with the City of Rayne, LA for the Acadia Parish Recycling Center.

the Acadia Parish Police Jury in regular session duly convened this 1st day of May, 2007, does hereby authorize, direct and empower the Treasurer to transfer twenty-nine thousand eight hundred fifty dollars ($29,850.00) from fund 001 to fund 304 for the purpose of hard-surfacing Howard Road from Highway 98 to Robert Lejeune Road.

PUBLIC SAFETY

 ORDINANCE No. 930


AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE OR DRIVE A MOTOR VEHICLE UPON SADDLE ROAD, ACADIA PARISH, LOUISIANA, AT A SPEED IN EXCESS OF twenty five MILES PER HOUR, AND, PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.

SECTION 1.  BE IT ORDAINED by the Police Jury of Acadia Parish, Louisiana, that it shall be unlawful for any person to operate or drive a motor vehicle in excess of twenty-five miles per hour on the following described Parish Road:

SADDLE ROAD

SECTION 2.  BE IT FURTHER ORDAINED that any person found guilty of operating or driving a motor vehicle in excess of twenty-five miles per hour on the Parish road described above, shall be guilty of a misdemeanor, and upon conviction therefore, shall be fined not more than Fifty Dollars ($50) or be imprisoned not more than ten (10) days or both.

SECTION 3.  BE IT FURTHER ORDAINED that any laws or parts of laws in conflict are hereby repealed

The Ordinance was offered by Mr. Cade Benoit and seconded by  Mrs. Cecelia Chambers and after being read and considered section by section, was adopted as a whole by the following vote

BE IT RESOLVED the Acadia Parish Police Jury in regular session duly convened this 1st day of May, 2007, does hereby authorize, direct and empower the President to negotiate terms and conditions that he may deem advisable on contract or contracts with the Louisiana Department of Health and Hospitals at any time within thirty-six months from this date

BE IT FURTHER RESOLVED that the President is empowered, directed and authorized to execute documents and to implement, maintain and amend or renew said documents on behalf of the Acadia Parish Police Jury in matters related to the Louisiana Department of Health and Hospitals

RESOLUTION 05-07-11

RESOLUTION 05-07-12

BY MESSRS A.J. CREDEUR AND FELTON MOREAU
 

WHEREAS, the Acadia Parish Police Jury owns and operates the Acadia Parish Sanitary Landfill, which by current estimates of volumes of waste being disposed there is expected to have a remaining life of 53 years based on the current permit; and

WHEREAS, reduction of volumes of waste disposed at the Acadia Parish Sanitary Landfill by virtue of curb-side recycling might significantly increase the life of the landfill and save substantial cost in operating and maintaining the facility; and

WHEREAS, the Acadia Parish Police Jury wishes to conduct a study to determine more precisely the effect that curb-side recycling might have on landfill life and operational cost; and

WHEREAS, it is estimated by the Acadia Parish Police Jury Solid Waste Engineer that such a study will cost an amount not to exceed $2,500.

NOW THEREFORE BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened that its Solid Waste Engineer is hereby authorized and directed to proceed with a study to determine the effect that curb-side recycling might have on landfill life and operational cost for a cost not to exceed $2,500.
