A RESOLUTION ENDORSING LEGISLATION TO
AMEND
R.S. 47:302.22 CHANGING THE NAME TO WHICH THE
ACADIA PARISH VISITOR ENTERPRISE FUND IS PAYABLE
TO ACADIA PARISH CONVENTION AND VISITORS COMMISSION
WITH REVENUES TO BE USED FOR THE PURPOSE OF ADVERTISING,
PROMOTION AND PUBLICATION OF INFORMATION PERTAINING TO
ACADIA PARISH, LOUISIANA TOURISM.
WHEREAS, the Louisiana Legislature, at its
1995 Regular Session, adopted legislation (ACT No. 47) authorizing a
dedication of hotel occupancy taxes relative to certain proceeds of
the state sales tax on hotel occupancy in Acadia Parish, and
WHEREAS, the ACADIA PARISH CONVENTION AND
VISITORS COMMISSION wishes to change the name of the payable of
these proceeds and appropriation from Acadia Parish Police Jury to
ACADIA PARISH CONVENTION AND VISITORS COMMISSION, the ultimate
recipient of the proceeds since the act was passed by the
legislature, and
WHEREAS, the ACADIA PARISH CONVENTION AND
VISITORS COMMISSION through its Board of Directors have agreed that
in order to simplify the delivery of the proceeds to the proper
party, this request is necessary.
THEREFORE, BE IT RESOLVED by the Acadia
Parish Police Jury in regular session duly convened on this the 8th
day of April, 2008, does hereby endorse legislation amending RS
47:302.22 authorizing the name of the payable on remittances due
from the Acadia Parish Visitors Enterprise Tax Fund to ACADIA PARISH
CONVENTION AND VISITORS COMMISSION.

The following Resolution was offered by Mr. John
Quebodeaux, seconded by Mr. Alton Stevenson, and carried:
RESOLUTION
WHEREAS, the Louisiana Constitution requires
that any general severance tax levied by the State of Louisiana be
divided between the State and local governments, with 80% going to
the State and the remaining 20% being returned to the parishes where
the resource was produced; and
WHEREAS, this provision was written to insure
that local communities would receive an adequate portion of any
resource revenues raised as a result of mineral production in their
localities, and to compensate them for the additional demands that
natural resource industries place on local services and local
infrastructure such as roads, bridges, drainage, etc.; and
WHEREAS, the Constitution further provides
that the state severance tax shall be the only severance tax levied
on minerals, and it prohibits the local governments from levying
such a tax; and
WHEREAS, the local distribution to the
parishes is further limited by a cap of $850,000 per Parish per
year; and
WHEREAS, based on data available from the
State for the 2006-2007 fiscal year, nearly fifty percent of the
parishes - 30 of 64 - are currently restricted by the severance tax
cap; and
WHEREAS, approximately $12.7 million in
severance taxes were collected in Acadia Parish during the State’s
2006-2007 fiscal year, and the $850,000 received by the Parish in
severance taxes represented a meager three percent (6.5%) of the
total.
THEREFORE, BE IT RESOLVED by the Acadia
Parish Police Jury duly convened this 8th day of April,
2008, that it does hereby support legislative approval of raising
the severance tax base from $850,000 to $2,850,000 for the
disbursement of severance tax revenues from oil and gas for the
parishes which are currently capped under the present structure.
BE IT FURTHER RESOLVED that a certified copy
of this Resolution be forwarded to the Acadia Parish Legislative
Delegation and the Louisiana Police Jury Association.

of the Secretary-Treasurer:
SUMMARY
This is highly responsible, professional and
administrative work in directing the activities of all departments
and divisions under the authority of the Police Jury as well as
assisting the Police Jury in the formulation stages of the policy
and procedure establishment process.
The Secretary/Treasurer has overall
responsibility of representing the Police Jury and the Parish for
day-to-day activities and coordinating all Parish departmental
activities by furnishing guidance and assistance and by reporting to
the Police Jury at called meetings and on a basis as required by the
President of the Police Jury to keep him/her fully informed of the
status of the various departments, budgets and programs of the
Police Jury.
Work involves responsibility for directing and
supervising the work of professional, technical and clerical
personnel engaged in all activities of the Police Jury system. Work
is performed with broad technical discretion including making
budgetary purchases not to exceed $25,000.00.
Particular attention is given to administrative
matters concerning any intergovernmental programs with which the
Police Jury is involved as well as the overall direct administration
of the annual parish budget process.
ESSENTIAL DUTIES AND RESPONSIBILITIES include
the following. Other duties may be assigned.
Responsible for the administration of the budget
process as well as the review and monitoring of all departmental or
division budgets.
Serve as representative of the Police Jury when
necessary.
Structure administrative organization and hire
appropriate personnel to conduct the necessary business of the
Parish.
Analyze and prepare detailed reports on any phase
of departmental activity, including recommendations for revising
procedures to improve various department operations.
Prepare or approve memoranda and directives
informing the staff relative to administrative decisions and matters
of Police Jury and departmental policy.
Confer with division and department heads
regarding questions and problems that arise outside of or different
from the routine procedure of the various offices.
Plan and supervise special projects for the
Police Jury as requested.
General responsibility for administering all
contracts, construction and otherwise, for the Police Jury.
Direct professional, subprofessional, and
technical employees in the formulation, modification, and design of
a variety of projects and policies.
Generally responsible for coordinating the
effective operation of all Parish programs and budgets and assist
department heads in carrying out their regular function of
efficiently operating their department.
Must be prepared to report on activities of any
department.
Thorough knowledge of all Parish budgets, Parish
finances, bonding procedures and accounting procedures in general.
The person responsible for preparation of agendas
and for preparing and recording the official proceedings or minutes
of the Police Jury, maintaining the body’s official records and
taking care of its correspondence is the Police Jury Secretary.
Assist in preparation of agendas for all Police
Jury special, regular, or committee meeting.
Furnish guidance and assistance to the Police
Jury and most particularly to the President of the Police Jury,
insofar as the overall operation of the Police jury, including
providing any explanation or information that may be requested by
the Police Jury on any subject matter in the form of reports for
committee meetings or Police Jury meetings.
Work closely with the State Legislators and the
State Police Jury Association to keep abreast of proposed
legislation as it relates to the Parish.
Delegate any of the responsibilities outlined
herein to subordinates when and where feasible.
SUPERVISORY RESPONSIBILITIES
Responsible for the overall direction of the
activities of all departments and divisions under the authority of
the Acadia Parish Police Jury. Is responsible for the overall
direction, coordination, and evaluation of the Police Jury agencies.
Carries out supervisory responsibilities in accordance with the
Parish's policies and applicable laws. Responsibilities include
furnishing guidance and assistance; interviewing and hiring
appropriate personnel; informing staff of administrative decisions
and matters of policy; addressing complaints and resolving problems
including but not limited to terminations according to personnel
policy.
Mr. Glenn Stokes with MCCI gave a brief report on
the Interim Mosquito Control Program.
