THE ACADIA PARISH POLICE JURY met on the above
date at 6:30 p.m., in the Police Jury Meeting Room, Courthouse
Building, Crowley, Louisiana, in regular session with the President,
A. J Creduer, presiding. At the request of the President, a moment
of silence was offered and the Pledge to the Flag was recited in
unison. The roll was called and final attendance was recorded as

A motion was offered by Mr. Cade Benoit, seconded
by Mr. Alton Stevenson and carried, to dispense with the reading of
the Minutes of the April 8, 2008, Regular Meeting.
A motion was offered by Mr. John Quebodeaux,
seconded by Mr. Kermit Richard, and unanimously carried to remove
Item #7 from the agenda and to add the following to the agenda: A)
Johnson Controls Maintenance Contract, B) Mader Engineering, C)
Appointment to Fire Protection District #4 and D) Speed Limit on
LeJeune Cove Road.
RESOLUTION
BY MESSRS: CADE BENOIT AND ALTON STEVENSON
WHEREAS, LSA - R.S. 46:1941.1 et seq., as
amended by Act 555 of 2004, authorizes the governing authority of
each Parish to establish a children and youth planning board; and
WHEREAS, the purpose of the local children
and youth planning board is to assist, through cooperative efforts
among local stakeholders, in the development, implementation, and
operating of services which encourage positive development,
diversion of children and youth from the criminal justice and foster
care system, a reduction in the commitments of youth to state
institutions, and provision of a community response to the growing
rate of juvenile delinquency; and
WHEREAS, Act 555 further provides that the
Parish governing authority’s responsibilities are to appoint the
board membership in accordance with the guidelines provided by the
act, as well as to designate a lead agency for the board who would
coordinate the activities of the board.
THEREFORE, BE IT RESOLVED by the Acadia
Parish Police Jury in regular session duly convened on this the 13th
day of May, 2008, that the Acadia Parish Children and Youth Services
Planning Board was created in 2006, in accordance with LSA - R.S.
46:1941.1 et seq., as amended by Act 555 of 2004.
BE IT FURTHER RESOLVED that the Acadia
Parish Children and Youth Services Planning Board shall consist of
not less than eleven and not more than twenty-five members serving
two (2) year terms beginning July 26, 2007 and shall include the

BE IT FURTHER RESOLVED that the Acadia Parish
Police Jury is hereby designated as the lead agency for the board,
whose duties will include, but not be limited to, coordinating the
activities of the board, communicating with the Louisiana Children’s
Cabinet, and reporting on board activities as appropriate.
BE IT FURTHER RESOLVED that the Acadia Parish
Police Jury will serve as the fiscal agent for the board, as needed.

PRESIDENT
District Attorney Mike Harson addressed the
Police Jury concerning a drainage issue in the vicinity of Vicksburg
Road.
A motion was offered by Mr. John Quebodeaux,
seconded by Mr. A. J. Broussard, and carried, to authorize the
Secretary-Treasurer and the Parish Road Manager to contact Second
Ward Drainage District #2 representative and take appropriate steps
to resolve the matter.

RESOLUTION
A Resolution approving the holding of an election
in Fire Protection District No. 3 of the Parish of Acadia, State of
Louisiana, on Saturday, July 19, 2008, to authorize the levy of a
parcel fee and special tax therein.
WHEREAS, the Board of Commissioners of
Fire Protection District No. 3 of the Parish of Acadia, State of
Louisiana (the "Governing Authority"), acting as the governing
authority of Fire Protection District No. 3 of the Parish of Acadia,
State of Louisiana (the "District"), adopted a resolution on May 5,
2008, calling a special election in the District on Saturday, July
19, 2008, to authorize the levy of a parcel fee and special tax
therein; and
WHEREAS, the governing authority of the
District has requested that this Police Jury, acting as the
governing authority of the Parish of Acadia, State of Louisiana,
give its consent and authority for the District to hold the
aforesaid election, and in the event that the election carries to
levy and collect the parcel fee and special tax provided for
therein; and
WHEREAS, as required by Article VI,
Section 15 of the Constitution of the State of Louisiana of 1974, it
is now the desire of this Police Jury to approve the holding of said
election and in the event that the election carries, to levy and
collect the parcel fee and special tax provided for therein;
NOW, THEREFORE, BE IT RESOLVED by the
Police Jury of the Parish of Acadia, State of Louisiana, acting as
the governing authority of said Parish, that:
SECTION 1. In compliance with the
provisions of Article VI, Section 15 of the constitution of the
State of Louisiana of 1974, and in accordance with the request of
the Board of Commissioners of Fire Protection District No. 3 of the
Parish of Acadia, State of Louisiana, this Police Jury hereby
approves the holding of an election in the District, on Saturday,
July 19, 2008, at which election there will be submitted the
following propositions, to-wit:
PROPOSITION NO. 1 (PARCEL FEE RENEWAL)
SUMMARY: AUTHORITY TO LEVY A 10 YEAR PARCEL FEE
OF $25 PER LOT, PORTION OF GROUND OR TRACT IN THE DISTRICT UPON
WHICH IS LOCATED A STRUCTURE, IN WHOLE OR IN PART, A RESIDENTIAL OR
COMMERCIAL STRUCTURE, WHETHER OCCUPIED OR UNOCCUPIED, FOR THE
PURPOSE OF ACQUIRING, CONSTRUCTING, IMPROVING, MAINTAINING AND
OPERATING FIRE PROTECTION FACILITIES AND EQUIPMENT, INCLUDING THE
COST OF OBTAINING WATER.
Shall Fire Protection District No. 3 of the
Parish of Acadia, State of Louisiana (the "District") levy and
collect an annual parcel fee of Twenty-Five Dollars ($25.00) (the
estimated amount reasonably expected to be collected from the levy
of the parcel fee for one entire year being $18,000) on each lot,
subdivision portion of ground or individual tract in the District
upon which is located, either in whole or in part, a residential or
commercial structure, whether occupied or unoccupied, for a period
of ten (10) years beginning with the year 2009 and ending with the
year 2018, for the purpose of acquiring, constructing, improving,
maintaining and operating fire protection facilities and equipment,
including the cost of obtaining water for fire protection purpose,
and all purposes incidental thereto?
PROPOSITION NO. 2 (MILLAGE CONTINUATION)
SUMMARY: 10 YEAR, 5.13 MILLS PROPERTY TAX
CONTINUATION FOR ACQUIRING, CONSTRUCTING, IMPROVING, MAINTAINING
AND/OR OPERATING FIRE PROTECTION FACILITIES AND EQUIPMENT, INCLUDING
THE COST OF OBTAINING WATER FOR FIRE PROTECTION PURPOSES, AND ALL
PURPOSES INCIDENTAL THERETO.
Shall Fire Protection District No. 3 of the
Parish of Acadia, State of Louisiana (the "District") be authorized
to continue to levy a special tax of five and thirteen hundredths
(5.13) mills (the estimated amount reasonably expected to be
collected from the levy of the tax for one entire year being
$185,711) on all the property subject to taxation in the District
for a period of ten (10) years, beginning with the year 2009 and
ending with the year 2018, for the purpose of acquiring,
constructing, improving, maintaining and/or operating fire
protection facilities and equipment, including the cost of obtaining
water for fire protection purposes, and all purposes incidental
thereto?
SECTION 2. In the event the election
carries, this Police Jury does hereby further consent to and
authorize the District to levy and collect the parcel fee and
special tax provided for therein.

A motion was offered by Mr. John Quebodeaux,
seconded by Mr. Alton Stevenson, and carried, to accept the
following recommendations of the Building & Grounds Committee:
1.
To authorize the Secretary-Treasurer and Mr. Eby Henry, Acadia
Parish Sheriff’s Office, to remove jail cells, etc. from old
jail facility.
2.
To authorize the President to enter into a contract with C & J
Commercial Cleaning Services as per the proposal submitted by
Mr. Fred Maraist. The Contract is $6,326.42 per month with a
one-time initial clean of $11,995.00.
3.
To instruct the Secretary-Treasurer to contact Acadian Elevator,
Inc., and negotiate a firm price for installation of a new
elevator for the Acadia Parish Courthouse. The
Secretary-Treasurer is to find out about the warranty period and
the amount of time it will take to remove the old elevator and
install a new elevator.

Jury in regular session duly convened this 13th day of May, 2008,
does hereby empower, authorize and direct the President to enter

Courthouse cleaning at a cost of $6,326.42 per month with a one-time
initial clean of $11,995.00.

includes a 90 day opt out clause and is for a one year period.

AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO
OPERATE OR DRIVE A MOTOR VEHICLE UPON CIVIL ROAD IN ACADIA PARISH,
LOUISIANA, AT A SPEED IN EXCESS OF TWENTY-FIVE MILES PER HOUR,
AND, PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.
SECTION 1. BE IT ORDAINED by the Police Jury
of Acadia Parish, Louisiana, that it shall be unlawful for any
person to operate or drive a motor vehicle in excess of
twenty-five miles per hour on the following described Parish
Road:
Civil Road
SECTION 2. BE IT FURTHER ORDAINED that
any person found guilty of operating or driving a motor vehicle in
excess of twenty-five miles per hour on the Parish road
described above, shall be guilty of a misdemeanor, and upon
conviction therefore, shall be fined not more than Fifty Dollars
($50) or be imprisoned not more than ten (10) days or both.
SECTION 3. BE IT FURTHER ORDAINED that any
laws or parts of laws in conflict are hereby repealed.

WHEREAS, the 2008 Acadiana Criminalistic
Budget has projected revenues of $1,993,310.00 and $1,993,310.00 of
projected expenditures, and
WHEREAS, $200,000 of budget deficit
payments would be required to balance said budget which shortfall
will be allocated to each member Parish.
THEREFORE, BE IT RESOLVED: by the Acadia
Parish Police Jury in regular session duly convened this 13th day of
May, 2008, does hereby approve the proposed 2008 Acadiana
Criminalistic Budget with a projected deficit of $200,000.
BE IT FURTHER RESOLVED that the Acadia Parish
Police Jury work with the Acadia Parish Sheriff’s Office and other
local agencies to provide Acadia Parish’s share of the deficit.
