THE ACADIA
PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, A. J.
Credeur, presiding. At the request of the President, a
moment of silence was offered and the Pledge to the Flag was
recited in unison. The roll was called and final attendance

and carried, to authorize the re-advertisement for RPF=s
for Administrative Consultants for the Gustav/Ike CDBG
Disaster Recovery Program.

SECTION 1
WHEREAS, the
Acadia Parish Police Jury has been advised that the
selection criteria for administrative consultants must be
changed to conform to the LRA suggested selection criteria
dated March 17, 2010 and that the administrative services
procurement must be re procured to conform to the LRA
suggested criteria; and
WHEREAS, the
projects to be applied for under the CDBG Disaster
Recovery Program will require consultants; and
WHEREAS, the
Program requires that a procurement process be established
by the Parish of Acadia; and,
WHEREAS, the
procurement process requires a selection committee to be
designated to review and recommend to the Parish the
professional firms most qualified to perform the duties as
required.
All responses
to the proposal will be evaluated according to the following
criteria and corresponding numerical rating system. The
maximum number of points is 100. The proposals will be
evaluated on the basis of written materials. Sufficient
information must be included in the proposal to assure the
correct rating. Incomplete or incorrect information may
result in a lower evaluation.

The Acadia
Parish Police Jury shall authorize proposers, if
necessary, to provide information on problems encountered on
the identified contracts and the proposer corrective
actions. In the case of proposer(s) without a record of
relevant past performance or for whom information on
past performance is not available, the proposer may not be
evaluated favorably or unfavorably on past
performance.

A
RESOLUTION AUTHORIZING THE POLICE JURY PRESIDENT TO ENTER
INTO THE REQUIRED FIRST AMENDMENT TO THE COOPERATIVE
ENDEAVOR AGREEMENT WITH THE LA DIVISION OF ADMINISTRATION,
OFFICE OF COMMUNITY DEVELOPMENT-DISASTER RECOVERY UNIT TO
SECURE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) DISASTER
RECOVERY FUNDS; AND, TO AUTHORIZE THE PARISH PRESIDENT TO
SIGN ANY AND ALL DOCUMENTS REQUIRED IN THE SUBMISSION OF THE
REQUIRED APPLICATIONS AND SUBSEQUENT ADMINISTRATION OF THE
PROGRAM.
WHEREAS, the
Acadia Parish Police Jury and OCD entered into an Agreement
effective March 19, 2009, which made available up to One
Million, Three Hundred Eighty-One Thousand, One Hundred
Sixty-Seven and 00/100 ($1,381,167.00) Dollars for the
purpose of funding activities under the parish-Implemented
Recovery Program in the Parish; and
WHEREAS,
pursuant to 74 FR 41146-01, a second allocation of funds
were appropriated to the HUD CDBG Program for use through
the State of Louisiana for disaster recovery efforts from
Hurricanes Gustav and Ike; and
WHEREAS,
Action Plan Amendment Number 1 to Louisiana=s
initial Action Plan for the Utilization of CDBG Funds in
Response to Hurricanes Gustav and Ike, which was approved by
HUD on July 25, 2009, details the Parish-Implemented
Recovery Program using funds from the first allocation and
the anticipated second allocation; and
WHEREAS,
Action Plan Amendment Number 2 of Louisiana=s
Action Plan for the Utilization of CDBG Funds in Response to
Hurricanes Gustav and Ike, which provides for the use of
funds from the second allocation within the guidelines
originally set forth for the Parish-Implemented Recovery
Program in Action Plan Amendment Number 1, was approved by
HUD on December 1, 2009; and
WHEREAS, a
First Amendment to the Cooperative Endeavor Agreement
implementing Grant under the CDBG-Disaster Recovery Program
has been drafted for execution between the Acadia Parish
Police Jury and the State of Louisiana Division of
Administration, Office of Community Development-Disaster
Recovery Unit to make available an additional One Million,
One Hundred Thirty-Two Thousand, Five Hundred Ninety-Two and
00/100 ($1,132,592.00) Dollars, which provides for the use
of funds from the second allocation; bringing the total
parish allocation to Two Million Five Hundred Thirteen
Thousand, Seven Hundred Fifty-Nine ($2,513,759.00) Dollars.
NOW, THEREFORE
BE IT FURTHER RESOLVED by the Acadia Parish Police Jury
that, Police Jury President, A. J. Credeur, be hereby
authorized to enter into the First Amendment to the
Cooperative Endeavor Agreement with the LA Division of
Administration, Office of Community Development-Disaster
Recovery Unit to secure Community Development Block Grant (CDBG)
Disaster Recovery funds and to sign any and all documents
required in the submission of the required applications and
subsequent administration of the program.

regarding a letter of support for Mr. Richard under the
Affordable Rental Program.

WHEREAS,
the Consolidated Security Disaster Assistance and Continuing
Appropriations Act of 2009 (Public Law 110-329) enacted on
September 30, 2008, made available Community Development
Block Grant (CDBG) funds for Hurricanes Gustav and Ike, and
WHEREAS,
the Louisiana Recovery Authority (LRA) has allocated Fifty
Million ($50,000,000.00) Dollars of the CDBG funding for the
development of Affordable Rental Housing in the designated
disaster parishes of Louisiana, and
WHEREAS,
John Richard is proposing to submit and application to the
LRA for funding through the Affordable Rental Housing
program for a development in Acadia Parish, Louisiana.
NOW,
THEREFORE BE IT RESOLVED,
that the Acadia Parish Police Jury does hereby adopt this
resolution of support for the proposed Affordable Rental
Housing project being proposed by John Richard.

The Police
Jurors were advised by the President, Mr. A. J. Credeur,
that the Acadia Parish Police Jury would not be receiving a
CDBG grant in the amount of $800,0000.00 to be placed
towards the construction of a new Acadia Parish Health Unit.
A motion was
offered by Mr. Alton Stevenson, seconded by Mr. Cade Benoit
and carried, to instruct the Secretary-Treasurer to contact
the bonding firm of Foley & Judell, L. L. P., to begin
working on a bond proposal with the funds to be used for the
construction of the New Acadia Parish Health Unit.
A motion was
offered by Mr. John Quebodeaux, seconded by Mr. Alton
Stevenson and carried, to accept the following
recommendations of the Building and Grounds Committee:
1. That the
Police Jury authorize the electrical engineer, Darrell
Hicks, prepare plans and specifications and receive
proposals for electrical work to be done at the Acadia
Parish Courthouse and the Old Jail facility.
2. That the
Parish Jury accept the proposal of Triple T in the amount of
$7,710.75 for installation of generators at various Parish
owned facilities.

An ordinance
providing for the creation of Northwest Acadia Parish
Recreation District, State of Louisiana, defining and
describing the boundaries thereof, designating the governing
authority thereof, and providing for other details in
connection therewith.
WHEREAS,
acting upon its own initiative, the Police Jury of the
Parish of Acadia, State of Louisiana (the
APolice
Jury@)
has, after careful consideration, found and determined it to
be in the best interests of the citizens and taxpayers of
the Parish of Acadia, State of Louisiana, to create a new
recreation district to be known as
ANorthwest
Acadia Parish Recreation District, State of Louisiana@,
to include all of the territory as set forth in Section 1 of
this ordinance; and
WHEREAS, this
Police Jury is authorized by law to create such a district;
provided that no such district shall extend into the
corporate limits of a municipality without the consent of
the governing authority; and
WHEREAS, the
Town of Iota will be located within the boundaries of the
proposed District and this Police Jury has been advised that
the governing authority of the Town will approve its
inclusion in the near future;
NOW,
THEREFORE, BE IT RESOLVED by the Police Jury of the Parish
of Acadia, State of Louisiana (the "Police Jury"), acting as
the governing authority of the Parish of Acadia, State of
Louisiana (the "Parish"), that:
SECTION 1.
Under and by virtue of the authority conferred by Article
VI, Section 19 of the Constitution of the State of Louisiana
of 1974, Sections 4562 to 4566, of Title 33 of the Louisiana
Revised Statutes of 1950, as amended (R.S. 33:4562-4566),
and other constitutional and statutory authority, a
recreation district is hereby created within the Parish,
which recreation district shall comprise and embrace all of
that territory located within Wards 4 and 7 of the Parish
(including the Town of Iota, but excluding any territory
encompassed by the boundaries of the City of Eunice as the
boundaries of said City are presently constituted).
SECTION 2. The
said recreation district hereby created shall be and is
hereby designated as
A
Northwest Acadia Parish Recreation District, State of
Louisiana@,
and, as thus created, shall constitute a body corporate and
political subdivision of the State of Louisiana, and as
such, shall have all the rights, powers and privileges
granted and conferred by the Constitution and laws of the
State of Louisiana, including the authority to incur debt,
to issue bonds and to levy taxes.
SECTION 3. In
accordance with the provisions of Section 4564 of Title 33
of the Louisiana Revised Statutes of 1950 (R.S. 33:4564),
this Police Jury shall appoint five (5) qualified persons as
Commissioners to the Board of Commissioners of said
Recreation District, and said Commissioners shall remain in
office as such during the respective terms to be set at the
time of appointment in accordance with law.
The
Commissioners, when appointed, shall constitute a Board of
Commissioners of said District and be the governing
authority thereof, and shall have all the powers and
privileges granted and conferred by the Constitution and
statutes of the State of Louisiana during their respective
terms of office and until their successors are duly
appointed and have qualified. Upon the expiration of the
term of office of any initial Commissioner, this Governing
Authority shall appoint a successor for a term of five (5)
years.
SECTION 4. The
domicile of said Recreation District be and the same is
hereby designated as Rural Iota, Louisiana, which domicile
is within the corporate limits of said Recreation District.
SECTION 5. In
the event any of the provisions or items of this ordinance
or the application thereof are held invalid, the validity or
defect shall not affect the other provisions, items or
applications of this ordinance, and the provisions of this
ordinance are hereby declared severable.
SECTION 6. A
copy of this ordinance shall be duly published in the
official journal of this Governing Authority.

7. This ordinance shall be effective upon the
governing authority of the Town of Iota adopting a
resolution consenting to its inclusion within the boundaries
of the District.
