THE ACADIA PARISH POLICE JURY met on the above
date at 6:30 p.m., in the Police Jury Meeting Room, Courthouse
Building, Crowley, Louisiana, in regular session with the President,
A. J. Credeur, presiding. At the request of the President, a moment
of silence was offered and the Pledge to the Flag was recited in
unison. The roll was called and final attendance was recorded as
follows:

A motion was offered by Mr. John Quebodeaux,
seconded by Mr. Kermit Richard and carried, to dispense with the
reading of the Minutes of the regular meeting held December 8, 2009.
A motion was offered by Mr. Felton Moreau,
seconded by Mr. Kermit Richard and carried, that the current
officers be elected by acclamation. Those officers are: President A.
J. Credeur, Vice President Thomas Cade Benoit, and
Secretary-Treasurer Terry L. Lacombe. The Secretary -Treasurer was
elected for a term of two years.
A motion was offered by Mr. John Quebodeaux,
seconded by Mr. Kermit Richard and carried, to refer the item
regarding the constructing of sidewalks on the south lawn of the
Courthouse to the Building and Grounds Committee to be taken up at
the February Meeting.
A motion was offered by Mr. John Quebodeaux,
seconded by Mr. A. J. Broussard and carried, to refer the discussion
of the parish wide zoning ordinances to the Legislative Committee to
be taken up at the February Meeting.
A discussion was held regarding a possible large
animal control ordinance for the Parish.
Mr. David Marcantel with the Calcasieu Parish
Police Jury addressed the Acadia Parish Police Jury regarding this
matter.
A motion was offered by Mr. Kermit Richard,
seconded by Mr. Alton Stevenson and carried, to refer this matter to
the Parish Attorney and have the Parish Attorney draft an Ordinance
similar to the Calcasieu Ordinance for review by the Police Jury.
A motion was offered by Mr. Kermit Richard,
seconded by Mr. Felton Moreau and carried,
to authorize the President to sign a Cooperative
Endeavor Agreement with the Village of Morse and Consolidated
Gravity Drainage District regarding drainage dispute on Ferre Canal
Road.
A motion was offered by Mr. John Quebodeaux,
seconded by Mr. Kermit Richard and carried, to authorize the
Secretary-Treasurer to receive proposals for Auditing Services.
A motion was offered by Mr. Kermit Richard,
seconded by Mr. Felton Moreau and carried, to authorize the
Secretary-Treasurer to receive proposals for Legal Services.

WHEREAS, the Acadia Parish Police Jury
advertised the calling of a public hearing to consider the
abandonment of Teal Road, and
WHEREAS, a public hearing was conducted on
December 8, 2010 and no comments were received relative to said
abandonment, and
WHEREAS, there was no opposition to the
abandonment of Teal Road.
THEREFORE, BE IT RESOLVED by the Acadia
Parish Police Jury in regular session duly convened on this the 12th
day of January, 2010, does hereby authorize the abandonment of Teal
Road.

RESOLUTION AUTHORIZING THE PARISH PRESIDENT TO ENTER INTO THE
REQUIRES MEMORANDUM OF AGREEMENT WITH THE LOUISIANA DEPARTMENT OF

THE RENEW

WHEREAS, the Acadia Parish Police Jury will
be required to enter into Memorandum of Agreement with the Louisiana
Department of Natural Resources in order to secure funding under the
Renew Louisiana Energy Efficiency and Conservation Block Grant
Program (EECBG) for the Parish; and,
WHEREAS, the Acadia Parish Police Jury will
submit the required activity worksheet and application to the
Louisiana Department of Natural Resources to secure its
appropriation of funds under the Renew Louisiana Energy Efficiency
and Conservation Block Grant Program (EECBG); and,
WHEREAS, implementation of the program
requires completion of the required activity worksheet and
application and subsequent administration of the grant program in
accordance with all EECBG regulations; and,
WHEREAS, submission of the activity
worksheet, application, and subsequent administration of the grant
program requires the execution of numerous forms and documents.
NOW, THEREFORE BE IT RESOLVED by the Acadia
Parish Police Jury that, the parish President, A. J. Credeur, be
hereby authorized to enter into the required Memorandum of Agreement
with the Louisiana Department of Natural Resources to secure funding
under the Renew Louisiana Energy Efficiency and Conservation Block
Grant Program (EECBG) and to sign any and all documents required in
the submission of the required applications and subsequent
administration of the program.

WHEREAS, Acadia Parish has been allocated
$407,000.00 for distribution from the Louisiana Department of
Natural Resources, Energy Efficiency & Conservation block Grant (EECBG)
Program; and
WHEREAS, Acadia Parish Police Jury has
assessed the eligible activities that can be funded through the
EECBG Program and has decided to submit projects to be funded
through this program; and
WHEREAS, up to ten percent (10%) or
$40,700.00 of the funding through the LA Department of Natural
resources, Energy Efficiency & Conservation Block Grant (EECBG)
Program can be used for administrative work associated with the
projects submitted.
WHEREAS, Frye Magee, LLC has submitted a
proposal to the Acadia Parish Police Jury to perform with
administrative work associated with the projects submitted for a fee
of $40,700.00.
WHEREAS, the Acadia Parish Police Jury has
agreed for Frye/Magee LLC, to perform all administrative consulting
services associated with the application which includes developing
the grant application and then performing all administrative
consulting duties following Grant award at no cost to the Acadia
Parish Police Jury.
NOW, THEREFORE, BE IT RESOLVED, by the Acadia
Parish Police Jury, State of Louisiana, in regular session duly
convened this the 12th day of January, 2010, that the
Acadia Parish Police Jury does hereby enter into agreement with
Frye/Magee LLC, to develop the application and to perform
administrative consulting services for the fee of $40,700.00, with
the understanding that Efficiency & Conservation Block Grant (EECBG)
Program funds will be utilized to pay for the administrative
services.

WHEREAS, the Notre Dame High School Pioneers
were successful in their bid to participate in the State AAA High
School Football Championship, and
WHEREAS, residents of the Parish of Acadia
and surrounding Parishes were in full support of the courageous
efforts of the Notre Dame Pioneers, and
WHEREAS, as a result of their dedication,
courage, hard work and sportsmanship the participating youths,
coaches, parents, and friends garnished the title of State Class AAA
High School Football Championship at the New Orleans Superdome.

AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO
OPERATE OR DRIVE A MOTOR VEHICLE UPON STEWARTVILLE ROAD IN ACADIA
PARISH, LOUISIANA, AT A SPEED IN EXCESS OF TWENTY-FIVE MILES PER
HOUR, AND, PROVIDING FOR THE PENALTIES FOR THE VIOLATION
THEREOF.
SECTION 1. BE IT ORDAINED by the Police Jury
of Acadia Parish, Louisiana, that it shall be unlawful fo any person
to operate or drive a motor vehicle in excess of twenty-five
miles per hour on the following described Parish Road:
Stewartville Road
SECTION 2. BE IT FURTHER ORDAINED that any
person found guilty of operating or driving a motor vehicle in
excess of twenty-five miles per hour on the Parish road
described above, shall be guilty of a misdemeanor, and upon
conviction therefore, shall be fined not more than Fifty Dollars
($50) or be imprisoned not more than ten (10) days or both.
SECTION 3. BE IT FURTHER ORDAINED that any
laws or parts of laws in conflict are hereby repealed.

and seconded by Mr. Felton Moreau, after being read and considered
section by section, was adopted as a whole by the following vote:
