THE
ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, A. J. Credeur,
presiding. At the request of the President, a moment of silence
was offered and the Pledge to the Flag was recited in unison.

A motion was offered by Mr. John Quebodeaux,
seconded by Mr. Kermit Richard and carried, to dispense with the
reading of the Minutes of the regular meeting held May 11, 2010.
A motion was offered by Mr. John Quebodeaux,
seconded by Mr. Thomas Sonnier and carried, to add the following
two items to the agenda: to discuss oil, gas, and mineral lease
and discuss electrical generator upgrade proposals for Acadia
Parish Courthouse.
RESOLUTION
BY MESSRS: ALTON STEVENSON AND FELTON MOREAU
WHEREAS, a Veterans Coalition was formed
in the Acadiana Region to attempt to get a VA Hospital in the
are of Lafayette, and
WHEREAS, this request is due mainly to
the extensive travel required by veterans in securing medical
care, and
WHEREAS, the location of a VA hospital in
Lafayette would enhance the medical care of our veterans in this
area and eliminate the need to travel extensively in securing
medical care, and
WHEREAS, in addition to the increased
availability of medical care for our veterans, the location of a
VA hospital in the Lafayette area would also result in auxiliary
benefits of creating jobs for the Lafayette area and the
investment of millions of dollars by the federal government to
acquire the necessary infrastructure needed to provide such
services.
THEREFORE, BE IT RESOLVED by the Acadia
Parish Police Jury in regular session duly convened on this the
11th day of June, 2009, does hereby recognize the invaluable
service provided by our veterans in protecting our country and
the American way of life and in recognition of those who have
made the ultimate sacrifice in defense of our freedoms and
enthusiastically endorses the location of a VA hospital in the
Lafayette Area and encourages all of our citizens to write
letters to their respective Congressman and Senators in support
of this project.

Mr. Frank Bergeron with Broussard, Poche,
Lewis & Breaux, LLP presented the financial report for the
period ending December, 2009.
A motion was offered by Mr. John Quebodeaux,
seconded by Mr. Cade Benoit and carried, that the Police Jury
accept the report as presented by Mr. Frank Bergeron.
P R O C L A M A T I O N
WHEREAS, an anticipated vacancy exists
in the office of the Acadia Parish Assessor due to the
resignation of Mr. Russel L. Benoit, submitted on June 1, 2010,
effective December 31, 2010, and
WHEREAS, the Police Jury shall issue a
proclamation ordering a special election to fill the vacancy and
shall specify in the proclamation, in accordance with R.S.
18:402, the dates on which the primary and general elections
shall be held and, in accordance with R.S. 18:467, 467.1 and
468, the dates of the qualifying period for candidates in the
special election.
NOW, THEREFORE, the Acadia Parish
Police Jury does fix the date of the primary election for
October 2, 2010, and the date of the general election for
November 2, 2010, at the times, places and manner prescribed by
law.
Any qualified person desiring to become a
candidate for said office shall file the necessary papers
required by law, with the appropriate entity in the manner and
form and under the procedures and conditions required by law,
during the period commencing on July 7, 2010 and ending on July
9, 2010.
The Acadia Parish Police Jury does hereby
request the Secretary of State, the Commissioner of Elections,
the Board of Supervisors of Elections, the Clerk of Court, the
Registrar of Voters and all other persons charged with any
power, function, right, duty or responsibility in conducting
elections in the Parish of Acadia to exercise every lawful
function and do every act necessary to conduct said elections,
cause the returns thereof to be made, and in general to perform
all related and incidental functions necessary to canvass and
promulgate the results thereof.
The above proclamation was presented by Mr.
Cade Benoit, seconded by Mr. Kermit Richard. Upon vote, the
proclamation was duly adopted by the Acadia Parish Police Jury
in regular session on this 9th day of June, 2010.

RESOLUTION
A resolution ordering and calling a
special election to be held in the Parish of Acadia,
State of Louisiana, to authorize the levy of a special
tax therein; making application to the State Bond
Commission in connection therewith; and providing for
other matters in connection therewith.
BE IT RESOLVED by the Police Jury of
the Parish of Acadia, State of Louisiana (the "Governing
Authority"), acting as the governing authority of the Parish of
Acadia, State of Louisiana (the "Parish"), that:
SECTION 1. Election Call.
Subject to the approval of the State Bond Commission, and under
the authority conferred by Article VI, Sections 26, 30 and 32 of
the Constitution of the State of Louisiana of 1974, the
applicable provisions of Chapter 5 and Chapter 6-A of the
Louisiana Election Code, and other constitutional and statutory
authority, a special election is hereby called and ordered to be
held in the Parish on SATURDAY, OCTOBER 2, 2010, between
the hours of six o’clock (6:00) a.m., and eight o’clock (8:00)
p.m., in accordance with the provisions of La. R.S. 18:541, and
at the said election there shall be submitted to all registered
voters qualified and entitled to vote at the said election under
the Constitution and laws of this State and the Constitution of
the United States, the following proposition, to-wit:
PROPOSITION
(MILLAGE RENEWAL)
Summary: Authority to continue a 3.18
mills tax for a period of 10 years for the purpose of
constructing and maintaining roads and bridges in Acadia
Parish.
Shall the Parish of Acadia, State of
Louisiana (the "Parish"), continue to levy a three and
eighteenth hundredths (3.18) mills tax on all property
subject to taxation within the Parish (an estimated
$860,000 reasonably expected at this time to be
collected from the levy of the tax for an entire year),
for a period of ten (10) years, beginning with the year
2012 and ending with the year 2021, for the purpose of
constructing and maintaining roads and bridges in the
Parish?
SECTION 2. Publication of Notice of
Election. A Notice of Special Election shall be published in
the Rayne Acadian Tribune, a weekly newspaper of general
circulation within the Parish, published in Rayne, Louisiana,
and being the official journal of the Parish, once a week for
four consecutive weeks, with the first publication to be made
not less than forty-five (45) days nor more than ninety (90)
days prior to the date of the election, which Notice shall be
substantially in the form attached hereto as "Exhibit A" and
incorporated herein by reference the same as if it were set
forth herein in full.
SECTION 3. Canvass. This
Governing Authority shall meet at its regular meeting place, the
Police Jury Meeting Room, 3rd Floor, Courthouse
Building, Crowley, Louisiana, on TUESDAY, OCTOBER 12, 2010,
at SIX-THIRTY O’CLOCK (6:30) P.M., and shall then and
there in open and public session proceed to examine and canvass
the returns and declare the result of the said special election.
SECTION 4. Polling Places. The
polling places set forth in the aforesaid Notice of Special
Election are hereby designated as the polling places at which to
hold the said election, and the Commissioners-in-Charge and
Commissioners, respectively, will be the same persons as those
designated in accordance with law.
SECTION 5. Election Commissioners; Voting Machines.
The officers designated to serve as Commissioners-in-Charge and
Commissioners pursuant to Section 4 hereof, or such substitutes
therefor as may be selected and designated in accordance with
La. R.S. 18:1287, shall hold the said special election as herein
provided, and shall make due
returns of said election for the meeting
of the Governing Authority to be held on Tuesday, October 12,
2010, as provided in Section 3 hereof. All registered voters in
the Parish will be entitled to vote at the special election, and
voting machines shall be used.
SECTION 6. Authorization of Officers. The
Secretary-Treasurer of the Governing Authority is hereby
empowered, authorized and directed to arrange for and to furnish
to said election officers in ample time for the holding of said
election, the necessary equipment, forms and other paraphernalia
essential to the proper holding of said election and the
President and/or Secretary-Treasurer of the Governing Authority
are further authorized, empowered and directed to take any and
all further action required by State and/or Federal law to
arrange for the election, including but not limited to,
appropriate submission to the Federal Department of Justice
under Section 5 of the Federal Voting Rights Act of 1965, as
amended.
SECTION 7. Furnishing Election Call to Election
Officials. Certified copies of this resolution shall be
forwarded to the Secretary of State, the Clerk of Court and
Ex-Officio Parish Custodian Voting Machines of Acadia Parish
and the Registrar of Voters of Acadia Parish, as notification of
the special election, in order that each may prepare for said
election and perform their respective functions as required by
law.
SECTION 8. Application to State Bond Commission.
Application is made to the State Bond Commission for consent and
authority to hold the special election as herein provided, and
in the event said election carries for further consent and
authority to levy and collect the special tax provided for
therein. A certified copy of this resolution shall be forwarded
to the State Board of Commission on behalf of this Governing
Authority, together with a letter requesting the prompt
consideration and approval of this application.

RESOLUTION
A resolution approving the holding of
an election in Northwest Acadia Parish Recreation
District, State of Louisiana, on Saturday, October 2,
2010, to authorize the levy of a special tax therein.
WHEREAS, the Board of Commissioners of
Northwest Acadia Parish Recreation District, State of Louisiana
(the "Governing Authority"), acting as the governing authority
of Northwest Acadia Parish Recreation District, State of
Louisiana (the "District"), adopted a resolution on June 7,
2010, calling a special election in the District on Saturday,
October 2, 2010, to authorize the levy of a special tax therein;
and
WHEREAS, the governing authority of
the District has requested that this Police Jury, acting as the
governing authority of the Parish of Acadia, State of Louisiana,
gives its consent and authority for the District to hold the
aforesaid election, and in the event that the election carries
to levy and collect the special tax provide for therein;
WHEREAS, as required by Article VI,
Section 15 of the Constitution of Louisiana of 1974, it is now
the desire of this Police Jury to approve the holding of said
election and in the event that the election carries, to levy and
collect the special tax provided for therein;
NOW, THEREFORE, BE IT RESOLVED by the

Recreation District, State of Louisiana, this Police Jury hereby

tax for acquiring, constructing, improving, maintaining,
operating and/or supporting parks, playgrounds,

Shall Northwest Acadia Parish
Recreation District, State of Louisiana (the
"District"), levy a special tax of four (4) mills on all
property subject to taxation in the District (an
estimated $284,446 reasonably expected at this time to
be collected from the levy of the tax for an entire
year) for a period of ten (10) years, beginning with the
year 2010 and ending with the year 2019, for the purpose
of acquiring, constructing, improving, maintaining,
operating and/or supporting parks, playgrounds,
recreation centers and other recreational facilities in
the District, together with the necessary furnishings,
equipment, and programs therefor?
SECTION 2. In the event the election

Offner with Foley & Judell, L.L.P. prepare the necessary
resolution to be considered for adoption by the Police Jury at
it’s meeting on July 14, 2010 making application to the State
Bond Commission for the approval of $1,700,000.00 of
Certificates of Indebtedness.
ORDINANCE # 995
AN ORDINANCE FOR REIMBURSEMENT OF MEDICAL AND DENTAL EXPENSES
BY PARISH INMATES PURSUANT TO AUTHORITY OF LSA RS 15:705 ET SEQ
SECTION 1. Definitions.
The following words, terms, and phrases, when used in this
section shall have the meanings ascribed to them in this
subsection, except where the context clearly indicates a
different meaning:
Book balance means what an inmate’s actual balance less what
is owed for medical and dental expenses.
Drawing account means any account under the control of the
correctional facility from which an inmate may withdraw funds.
Inmate means any person confined to a parish correctional
facility including inmates sentenced to the department of public
safety and corrections who are in the custody of the sheriff.
SECTION 2. Authority for withdrawal from drawing account.
In compliance with and under the authority of R.S. 15:705,
the administrator of any correctional facility of the parish
shall withdraw from an inmate’s drawing account reimbursement
for the inmate’s medical and dental expenses, and shall
reimburse such funds to the police jury and sheriff’s
department.
SECTION 3. Precedence of withdrawals.
Except as provided for in section 4 of this article,
reimbursements for medical and dental expenses shall be made
prior to any other withdrawal from an inmate’s drawing account.
SECTION 4. Exceptions.
This section shall not prohibit the withdrawal of funds for
the purpose of payments under the Crime Victims Reparations Act
(R.S. 46:1801 et seq.), court costs as authorized by law and
other withdrawals specifically authorized by the sheriff, in
that order.
SECTION 5. Establishment of rules for collection and
freezing assets.
The Acadia Parish Police Jury shall establish written rules
for the collection of medical and dental expenses and for
freezing assets in an inmate’s drawing account and prohibiting
withdrawals from such account until the expenses are paid. The
drawing account may be frozen regardless of the sources of the
assets contained in such account.
SECTION 6. Conditions.
The medical and dental reimbursement shall be conditioned
upon the following:
(1) The initial medical evaluation upon entry into the
correctional facility shall be made at no charge to the inmate;
(2) Inmates shall be informed of the reimbursement
requirement at the time of request for medical or dental
services is made;
(3) No inmate shall be refused medical or dental treatment
for lack of funds;
(4) At booking, inmate shall sign agreement/contract to file
any and all claims for payment of medical/dental expenses for
reimbursement to the Acadia Parish Police Jury. This agreement
will also include authorization for release of medical records
by attaching standard HIPPA form being used at the time of
booking.
SECTION 7. Reimbursement schedule.
The amount of reimbursement shall be according to the
following schedule:

SECTION 8. Liability of discharged or transferred
inmates.
Any inmate who is discharged or transferred to another
facility shall remain liable for any reimbursement authorized by
La. R.S. 15:705(C).
SECTION 9. Insufficient funds.
If, at any time, an inmate’s drawing account book balance
does not have sufficient funds to reimburse the costs of medical
or dental services, the account shall carry a balance of not
less than five dollars ($5.00) until such time as funds are
deposited into the account. When funds become available, the
medical and dental reimbursement shall be immediately deducted
from the account. The inmate’s drawing account shall not be
reduced below five dollars ($5.00)
SECTION 10. Inmates returned to correction facility after
being discharged with negative balance.
If an inmate is discharged with a negative balance in the
drawing account due to unpaid medical or dental reimbursement
and the inmate is subsequently returned to any parish
correctional facility, the unpaid balance shall immediately be
collected from the new drawing account established upon entry to
the correctional facility in accordance with provisions outlined
in this section.
SECTION 11. Inmates with private or public coverage.
Any inmate who is covered by a private medical or health care
insurer or any public medical assistance program shall file a
claim for the payment or reimbursement of any medical treatment
provided while he is an inmate in any parish correctional
facility.
SECTION 12. Assets owned by prisoners.
Any asset owned by inmates may be attached for payment of
medical and dental expenses.
SECTION 13. Probation.
The amount of money to be reimbursed to the parish
government, the sheriff, or the clerk of court, for costs and/or
expenses, may be ordered, at the discretion of the court, to be
paid by defendant as a condition of probation pursuant to the
conditions specified La. C.Cr.P. Art. 895.1.
SECTION 14. Inmates held responsible for costs.
All inmates shall be held responsible for costs incurred
including but not limited to the following:
(1) Sheets
(2) Pillows
(3) Pillow cases
(4) Soap
(5) Blankets
(6) Razors
(7) Uniforms

BE IT RESOLVED by the Police Jury of the Parish of
Acadia, State of Louisiana (the "Police Jury"), acting as the
governing authority of the Parish of Acadia, State of Louisiana
(the "Parish"), that:
SECTION Pursuant to and in compliance with the provisions
of Article VI, Section 36 of the Constitution of the State of
Louisiana of 1974, Sections 3689.1 to 3689.17, inclusive, of
Title 33 of the Louisiana Revised Statutes of 1950 (La. R.S.
33:3689.1 to 33:3689.17), as amended, and other constitutional
and statutory authority, it is the intention of this Police Jury
to construct and hardsurface proposed street paving improvements

SECTION 2. The President and Secretary are hereby
empowered, authorized and directed to give and cause to be
published in the official journal of the Parish once a week for
three consecutive weeks, Notice of Intention of this Police Jury

substantially in the following form:
NOTICE OF INTENTION.
Pursuant to the provisions of Sections 3689.1
through 3689.17 of Title 33 of the Louisiana Revised Statutes of
1950 (La. R.S. 33:3689.1 to 33:3689.17), as amended, and other
constitutional and statutory authority, and a resolution adopted
by the Police Jury of the Parish of Acadia, State of Louisiana
(the "Governing Authority"), acting as the governing authority
of the Parish of Acadia, State of Louisiana (the "Parish"), on
June 9, 2010, NOTICE IS HEREBY GIVEN that the Governing
Authority intends to construct the following described
construction and hardsurfacing of a proposed roadway with
incidental drainage within Seventh District Pavilion Subdivision
(SDP) within the corporate limits of the Parish and outside of
municipal corporations, or such parts thereof as may be
determined upon, as hereinafter set forth, viz:
Construction and
hardsurfacing of the entire length of the
roadway within SDP Subdivision commencing at the
roadway’s intersection with U.S. Highway 90 and
running northwesterly to the roadway’s
termination in a cul de sac, Acadia Parish,
Louisiana, consisting of eight and one-half inch
(8 1/2") thick soil cement base course
twenty-one feet (21') wide, surfaced with two
inch (2") thick asphaltic concrete wearing

NOTICE IS HEREBY FURTHER GIVEN that it is the
intention of the Governing Authority to construct the
improvements hereinabove set forth as a separate and distinct
project under private contract after due advertisement in the
manner provided by law.
NOTICE IS HEREBY FURTHER GIVEN that it is the
intention of the Governing Authority to include in the total
cost of the improvements the cost of street intersections,
necessary ditching, curbing, guttering, aprons, drains and
headers, and all other costs incidental thereto, including
engineers' and attorneys' fees. The total cost of the
improvements, after deducting therefrom any contribution from
the Parish or any other available source, shall be chargeable to
each lot or parcel of real estate abutting the improvements in
proportion that the frontage of each lot or parcel of real
estate bears to total frontage of all of the said lots or
parcels of real estate to be improved by the construction of
said improvements. In no event shall the assessment per front
foot of abutting property exceed the sum of Sixty-Five Dollars
($65.00).
NOTICE IS HEREBY FURTHER GIVEN that in order
to provide for the payment of the proposed improvements, a local
or special assessment shall be levied on each lot or parcel of
real estate abutting the street to be improved in proportion
that its frontage bears to the total front footage to be
assessed, and the total amount of all such local or special
assessments together with the sums derived from any contribution
from any available source, shall represent the total cost of
said improvements in this project; provided, however, that no
such assessment on any lot or parcel shall be in excess of the
amount such lot or parcel shall be benefitted by the proposed
street paving improvements. Such local or special assessments
may be paid in cash without interest within thirty (30) days
from the date of the adoption of the ordinance levying said
assessments, or by deferred payments in equal annual
installments bearing interest at a rate not exceeding seven per
centum (7%) per annum and extending over a period not exceeding
ten (10) years, all in the manner provided by the aforesaid
provisions of law. After the thirty (30) day payment period set
forth above has expired and the delivery of paving certificates,
if any, which may be issued to represent unpaid assessments, the
unpaid balance owed on an assessment may be prepaid at any time
at a price equal to the principal balance on the assessment and
a penalty in the amount of the total annual interest for the
current year plus not exceeding four percent (4%) of the
principal balance of such assessment.
NOTICE IS HEREBY FURTHER GIVEN that the
Police Jury of the Parish of Acadia, State of Louisiana, the
governing authority of the Parish, will meet in open and public
session at the Police Jury Meeting Room, Third Floor, at the
Acadia Parish Courthouse, Crowley, Louisiana, on Wednesday, JULY
14, 2010, at SIX O'CLOCK (6:00) P.M., and will then and there
proceed to hear any and all objections to the proposed
improvements, the manner of payment therefor, and to the manner
in which such improvements shall be made. The question of the

result of the construction of said improvements will also be

SECTION 3. In order to provide for the payment of the
proposed improvements, a local or special assessment shall be
levied on each lot or parcel of real estate abutting the street

SECTION 5. Prior to the delivery of any paving certificates
of the Parish representing assessments not paid in cash within
thirty (30) days of the adoption of the assessment ordinance
(the "Certificates"), the Issuer anticipates that it may pay a
portion of the costs of the proposed paving improvements
heretofore described in Section 1 hereof from other available
funds in an amount not exceeding the total cost of such
improvements. Upon the issuance of the Certificates, the Issuer
reasonably expects to reimburse a portion such expenditures of
other available funds from the proceeds of the Certificates. Any
such allocation of proceeds of the Certificates for
reimbursement will be with respect to capital expenditures (as
defined in Reg. 1.150-1[b]) and will be made upon the delivery
of the Certificates and not later than eighteen (18) months
after the later of (i) the date such expenditure was paid or
(ii) the date on which the street paving improvements were
placed in service. This Section is intended to be a declaration
of official intent within the meaning of Reg. 1.150-2.
Foley
& Judell, L.L.P., Bond Counsel, of New Orleans, Louisiana, are
hereby employed as special bond counsel to the Police Jury, as
the governing authority of the Parish, to do and perform
comprehensive legal and coordinate professional work with
respect to the proposed program of finance. Said Bond Counsel
shall prepare and submit to the Police Jury for adoption all of
the proceedings incidental to the referenced program of finance,
including, but not limited to, the authorization, issuance, sale
and delivery of the proposed paving certificates (the
"Certificates"), shall counsel and advise the Police Jury as to
the issuance and sale of the Certificates, and shall furnish its
opinion covering the legality of the issuance thereof. The fee
of Bond Counsel in connection with the aforesaid program of
finance shall not exceed the maximum fee authorized by the
Attorney General’s Guidelines for the fees of bond counsel for
comprehensive legal and coordinate professional work in
connection with the aforesaid program of finance, plus
"out-of-pocket" expenses. The fee is to be payable solely out of
the funds derived from the local or special assessments or the
proceeds of the Certificates to be issued to represent deferred
payments of such assessments. A certified copy of this
resolution shall be submitted to the Attorney General of the
State of Louisiana for his approval of the employment herein
provided for.

through the American Recovery and Reinvestment Act (ARRA) of
2009; and,
WHEREAS, it is necessary under the program regulations to
authorize certain actions and individuals to perform certain
designated functions by the LDNR; and,
WHEREAS, the project to be implemented through the Renew
Louisiana EECBG Program will require the procurement of an
engineer services for replacing the chiller at the Acadia Parish
Courthouse along with energy efficient upgrades and
modifications, which may include duct replacement and

The Acadia Parish Police Jury has been

PART ONE: SCOPE OF SERVICES
The Acadia Parish Police Jury is soliciting
proposals for engineering services to assist them with
preliminary engineering, design engineering, design related
services as described below and inspection of these projects in
compliance with the LDNR Renew Louisiana EECBG Program
requirements. The agreement will be on a lump sum, fixed price
basis (or cost reimbursement "not to exceed" basis), with
payment terms to be negotiated with the selected officer. These
engineering fees cannot exceed the State of Louisiana, Division
of Administration, Facility & Planning Control’s fee structure.
Reimbursement for services will be contingent on the Acadia
Parish Police Jury receiving funding from the LDNR Renew
Louisiana EECBG Program.
The services to be provided will include, but
not be limited to:
1. Designing electrical/mechanical
improvements. The preliminary plans and specifications
including electrical plans, mechanical plans, and
pertinent construction drawings and studies;
2. Assist in all permitting phases
including Louisiana Department of Health and Hospitals,
Louisiana State Fire Marshal, State Historic
Preservation Officer, USDA NRCS and any other
federal/state agency having jurisdiction over these
projects;
3. Coordination and scheduling with
the Acadia Parish Police Jury and affected local
governments. Includes participating in all public
hearings so as to continue to inform the citizens of
Acadia Parish as to the progress of these improvements;
4. Preparation of the construction
bid package in conformance with applicable federal
requirements including Davis Bacon, Section 3 and
supervising the bid advertising, tabulation, and award
process, including preparing the advertisements for bid
solicitation, conducting the bid opening, and issuing
the notice to proceed;
5. Conducting the pre-construction
work conference;
6. Field staking, on-site inspection
of construction work, and preparing inspection reports;
7. Reviewing and approving all
contractor requests for payment and submitting approved
requests to the governing body;
8. Providing reproducible plan
drawings to the community upon project completion;
9. Conducting final inspection and
testing; and,
10. Submitting certified "as built"
drawings to the appropriate State agency.
PART TWO; PROPOSAL STATEMENTS
Proposal Statements will be considered by the
Acadia Parish Police Jury at a meeting to be held at the Acadia
Parish Police Jury Offices, 500 N. E. Court Circle, 3rd
floor, P.O. Box A, Crowley, La 70527-6001. In order to be
considered, Proposal Statements must be received by the Acadia
Parish Police Jury prior to 10:00 A.M., Wednesday, July 7,
2010.
The Police Jury reserves the right to reject
any and all Proposal Statements.
All Proposal Statements shall be made in hard
copy, signed in the original, and received and date stamped by
the Acadia Parish Police Jury on or before 10:00 A.M.,
Wednesday, July 7, 2010. There shall be three (3)
additional copies provided.
All Proposal Statements should be sealed and

All proposal statements will be scored and
ranked with the highest rated firm being awarded the contract.
At a minimum the Proposal Statement must
include a brief history of the firm and a resume of each person
in the firm who will be assigned to the projects. The Proposal
Statement must also include a list of local governing bodies for
which the firm has been under contract for federal/state/local
funded projects during the last ten calender years. This list
will be used for reference purposes. Al l references must
indicate excellent program performance.
Provide current information on professional
errors and omissions coverage carried by firm, including amount
of coverage.

PART THREE: SELECTION CRITERIA
All responses to the Statement of Proposal
will be evaluated according to the following criteria and
corresponding point system. The proposal will be evaluated on
the basis of written materials. Sufficient information must be
included in the proposal to assure that the correct number of
points is assigned. Incomplete or incorrect information may
result in a lower score.
Respondents will be evaluated on the basis of
written materials submitted in the proposal statements and
according to the following criteria. TOTAL MAXIMUM POINTS 85
1. Experience of the firm with this type of
federal/state/local construction projects during the past ten
years (Total Possible Points 25 pts.)
1). 6-10 years 25 pts.
2). 2-5 years 20 pts.
3). Less than 2 years 5 pts.
2. Familiarity with Similar Energy Efficient Projects (Total
Possible Points 20)
1). More than 10 similar projects 20 pts.
2). Less than 10 similar projects 10 pts.
3. Demonstrated Capacity to Perform the Scope of Services
(Total Possible Points 15)
1). Adequate professional staff/consultants to perform work
10 pts.
2). Plans and specifications be completed within 120 days5
pts.
4. Past Performance with: (Total Possible Points 25)
1). Parish Police Jury governing energy projects 10 pts.
2). Local/Municipal Governments energy projects 10 pts.
3). State/Federal Agencies governing energy projects 5 pts.
Items 1 & 2- Respondents can score in one rating items only.
Items 3 & 4- Respondents can score in all rating items.
In the event of a tie, the firm which has the
most knowledge of the specific problem associated with the
proposed project will be chosen. Such knowledge must have been
obtained by previous experience with the local governing body
regarding the affected infrastructure.
The selection of finalist to be interviewed,
if any is required, will be based on an evaluation of the
written responses. The award will be made to the most qualified
offerer whose proposal statement is deemed most advantageous to
the Acadia Parish Police Jury, all factors considered.
Unsuccessful offerers will be notified in writing as soon as

seconded by Mr. Kermit Richard and carried, to accept the
recommendation of the Building and Grounds Committee to
authorize Mr. Lee Hebert to meet with Judge Kristian Earles to
come up with a plan and cost estimate for additional security at
the Courthouse.
A motion was offered by Mr. Cade Benoit, seconded by Mr. John
Quebodeaux and carried, to accept the recommendation of the Road
and Bridge Committee that the Police Jury conduct a Public
Hearing regarding the abandonment of St. Albans Loop.
