ACADIA PARISH POLICE JURY

Ladies and Gentlemen:
Pursuant to R.S. 33:1228 and requested by twelve inhabitants that have been
attested thereto the following notice is hereby given that a Special Meeting
of the Acadia Parish Police Jury will be held in the Police Jury Meeting
Room, Courthouse Building, Crowley, Louisiana, at 5:00 P.M., on Thursday, July
27, 2006, to consider the following item(s): AGENDA:
1. Justify
and/or take action relative to the rate increases awarded to
the parish residential waste collection contractor this
year.

We, the undersigned members of the Acadia Parish Police Jury, do
hereby accept such service of the foregoing notice, waiving any and
all irregularities in such service and consent and agree that said
Police Jury of Acadia Parish shall meet at the time and place named
therein and for the purpose therein stated:

Mr. Al Stevenson announced that he desired to rescind his vote after doing
additional research. President Chambers read aloud the action approved at the regular meeting held
July 18, 2006 awarding an increase of $1.51 per unit for residential garbage
collection.
A motion was offered by Mr. Alton Stevenson and duly seconded by Mr. Cade Benoit
to rescind resolution # 7-06-12 providing for an increase in rate from $5.11 to
$6.62 per month for residential garbage collection. Motion failed The following roll call vote was cast:

Absent: NonePresident Chambers allowed for open public comment on the subject rate increase.
Mayor Roger Boudreaux, Church Point, LA, stated that he was upset that the
increase would cost taxpayers one million dollars over the next two years. He
posed questions to members of the Jury on how could an increase be justified so
soon and that increases should not be granted to maintain profit levels. He
also stated that he was dissatisfied with the service.
Police Jury President Cecelia Chambers responded with brief answers.
Juror Alton Stevenson expressed that he was displeased with the tie vote. The Parish audit firm advised the new rate was based on information presented by
Allied Waste.
Juror A. J. Credeur asked if the contractor would terminate the contract for
garbage collection if an increase was not granted. Allied Waste representative, Mr. Bob Guidry suggested they would [terminate the
contract]. He also indicated that the increase was designed only to recover the
additional cost and that no information was denied the auditor. He noted all
procedures we followed per the contract. Additional information was distributed
showing other collection rates in the area.
Juror Cade Benoit expressed that he did not wish to give away such a large
amount of money that was not required. Charles Labbe criticized certain members of the Jury and requested documentation
from the accounting firm noting that standard items in such a review were
missing.
Mr. Toby Leger acknowledged that recovering cost was the same as guaranteeing
profits. Local businessman Martin Guillory Jr. complained about not being allowed to
speak before the vote hoping they would have done more research.
