LADIES & GENTLEMEN:
Pursuant to R.S. 33:1228 and requested by thirty inhabitants that
have been attested thereto the following notice is hereby given that
a Special Meeting of the Acadia Parish Police Jury will be
held in the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, at 7:30 P.M., on, Wednesday, September 12, 2007, to
consider the following item:
AGENDA:
1. To discuss/introduce an
Ordinance or other law prohibiting the
building of a
juvenile detention facility in rural areas of Acadia
Parish.

ACADIA PARISH POLICE JURY
We, the undersigned
members of the Acadia Parish Police Jury, do hereby accept such
service of the foregoing notice, waiving any and all irregularities
in such service and such notice and consent and agree that said
Police Jury of Acadia shall meet at the time and place named therein
and for the purpose therein stated.

The President stated that he had sent an e-mail to Dan Garrett,
General Counsel, Louisiana Police Jury Association, concerning a
moratorium regarding AMI building a juvenile detention facility in
Branch.
Mr. Garrett suggested that the Parish urge the Attorney General
to speed his consideration of the request, then use that opinion
along with the Police Jury’s Legal Counsel’s opinion as a guide. The
Parish will have difficulty enforcing a land use restriction (i.e.,
can’t build a juvenile detention facility in a certain location)
without such restriction being a part of a comprehensive zoning
ordinance.
Legal Counsel Doug Wimberly stated that the Attorney General’s
opinion would likely come within the next two weeks. He suggested
the Jury wait on a decision until the opinion is received.
Juror John Humble, Sr., asked Legal Counsel what the consequences
might be if the Jury adopted the proposed ordinance.
Legal Counsel stated that the probable result would be a lawsuit
filed by either AMI or Mr. Richard and each Juror could be
personally liable of malfeasance for acting contrary to state law.
Ms. Faith Doucet requested the Jury require AMI to erect a 10
foot fence with razor wire.
Legal Counsel stated that the Jury cannot regulate placement and
height without a comprehensive plan.
Juror A. J. Credeur suggested that the Branch residents bring
their concerns to AMI’s board of directors, which include District
Attorney Mike Harson and Sheriff Mike Neustrom.
Mr. Chick Quebodeaux stated that some people in the Branch area
see the good in this situation and that a person has a right to sell
his property to whomever he wants to.
Mr. Ernest Beaver asked if anyone was familiar with the two
facilities located in Eunice? He stated that there was family
atmosphere there.
There was concern of sex offenders being housed at the facility
and what will happen to property values around the area.

Martin asked the Jury if it were possible to invite District
Attorney Mike Harson and AMI Board Members to the next Police Jury
Meeting?
The Jury agreed to invite District Attorney Mike Harson and AMI
Board Members to the Police Jury Meeting on September 18, 2007.

DULY SECONDED, THAT THE MEETING ADJOURN UNTIL THE NEXT REGULARLY
SCHEDULED MEETING OF SEPTEMBER 18, 2007, AT THE HOUR OF 6:30 P.M.
